Org. Setting and ReportingThe position is in the United Nations Mission in South Sudan (UNMISS). The position is based in Juba and is located in the Electoral Affairs Division (EAD). UNMISS leads the provision of electoral assistance in an integrated manner with the UN Country Team, through the UN Integrated Electoral Assistance Team in South Sudan (IEAT). The Electoral Officer (Operations Liaison) will report to the Electoral Officer (Logistics), under the overall structure of the UN IEAT. The United Nations Security Council adopted resolution 2567 (2021) deciding that UNMISS's mandate is designed to advance a three-year strategic vision to prevent a return to civil war in South Sudan, to build durable peace at the local and national levels, and to support inclusive and accountable governance and free, fair, and peaceful elections in accordance with the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan (R- ARCSS). Furthermore, Security Council Resolution 2729 (2024) called on the UNMISS to provide technical assistance, to include capacity-building, logistical support for creating the conditions conducive to free and fair elections, conducted through a peaceful process, as appropriate, in coordination with the United Nations Country Team and regional and international partners as well as security support to facilitate the electoral cycle, consistent with the R-ARCSS. ResponsibilitiesWithin delegated authority, the Electoral Officer (Operations Liaison) will be responsible for the following duties: • Implement, and support the supervision of the implementation of, electoral programs and processes in the following areas: logistics and administrative support at both headquarters and field office levels across South Sudan. • Support the execution of electoral programmes with a focus on logistics and administrative support, ensuring timely delivery and retrieval of materials in support to the National Elections Commission of South Sudan (NEC) at HQ and field offices, developing necessary tracking tools. • Coordinate logistics operations support for IEAT’s daily activities and assistance to electoral events, such as public outreach, voter registration, polling, counting, and results management, ensuring alignment with NEC’s timelines and objectives. • Serve as liaison between UN EAD and UNMISS Mission Support on all logistics and operational requirements of UN IEAT. • Advise NEC on implementing best practices for electoral logistics management, storage, and retrieval of election materials, enhancing operational readiness. • Participate in assessing NEC’s logistics, asset management, and warehousing needs, and assist in creating plans that address identified gaps and support smooth operations. • Assist in conducting field assessments to determine warehouse space, transportation routes, and local logistical resources, incorporating these insights into comprehensive logistics plans. • Support drafting technical specifications for logistics support, covering equipment, materials, transportation, and service contracts as required by NEC. • In coordination with the UN election security advisor support the mitigation of security risks related to logistics. • In close cooperation with relevant team members and stakeholders, coordinate field-level logistics operations, working with State High Electoral Committees (SHECs) to oversee the efficient movement and tracking of election materials across South Sudan. • Support the establishment of logistics hubs and distribution points as necessary to support NEC/SHEC’s field operations, especially in remote or conflict-prone areas, ensuring secure and timely delivery. • Serve as focal point for electoral developments and processes in Administrative Areas and function as a liaison for support to electoral preparations in those Administrative Areas. • Contribute to training initiatives support for NEC’s logistics and warehouse staff, equipping them with skills in warehouse and asset management, and electoral field logistics operations. • Establish and maintain professional and productive partnerships with national counterparts and other key stakeholders in the electoral process. • Draft, compile and submit regular reports and briefings (verbally and written), providing supervisors and key partners with insights on logistics progress, challenges, and needs in the field. • Perform other duties as required Results Expected • Support to efficient and secure implementation of logistics support across all NEC locations, contributing to a credible, transparent election process. • Resource-efficient logistics operations with minimized risks, especially in challenging or remote field environments. • Accurate, timely reporting that provides comprehensive insights on the logistics aspects of the electoral process, supporting effective decision-making. EducationAdvanced university degree (Master’s degree or equivalent) in political science, international economics, international relations, law, public administration, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree. Job - Specific QualificationSuccessful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Work ExperienceA minimum of five (5) years of progressively responsible experience in elections, governance, pubic administration and related areas, of which at least two (2) years of experience in supervising, implementing, supporting or advising on electoral processes or governance in the area of planning, operations and logistics is required. United Nations experience in a peacekeeping operation, political mission and/or a UN agency or other relevant international electoral experience is required. Experience in electoral logistics and operations is required. Experience in post-conflict situations and/or in developing countries is desirable. Previous experience of managing teams of different backgrounds is desirable. Experience in managing projects is desirable. Two (2) years or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required. Knowledge of Arabic is desirable.
