Office/Unit/Project Description 

This position is located in the UNDSS office in Erbil/ Iraq, locally administered by the UNDP. 

The Duty Team Assistant – Guard Unit will be performing variety of tasks while ensuring Safe and Secure environment for UN Premises personnel and assets.  The Duty Team Assistant – Guard Unit duties are performed in eight (8) hours rotating shifts which are covering 24/7 duties.

Duties and Responsibilities

Scope of Work

Assist in providing security management support to enable effective programme delivery throughout the country while protecting and minimizing risks to UN personnel and operations:

  • Assist the Leadership of Guard Unit (GU) and the Premises Security Officer in day today management of the Guard Unit (GU)
  • Act as Duty Security Officer in the UN Compound.
  • Lead each shift; coordinate with HG external protection; reliever for Security Guards during breaks; patrol duties; 
  • Prepare duty rosters/shift details for the GU
  • Manage approved visitor requests; 
  • Backstop for Fire Marshall and Admin.
  • Conduct Security Checks/Patrols at all UN compound at least twice during the duty tour. The timings for these checks must be staggered, and the frequency would increase depending on the threat at a particular time. 
  • During the patrols make sure offices are locked and secured and that only genuine occupants are using these premises.
  • Log-in comments and observations in the post Occurrence Book at each location you visit. The date, time and signature must always be included.
  • At each post, spends time with the guards, and inspect the facilities for any abnormalities.
  • Provide coaching and guidance to enhance security at the post.
  •  Conduct regular  inspection of the guards to make sure they are properly turned out in neat uniform and cap.
  • Make sure the Post Orders are in place and check by asking if the guards understand the instructions in these Orders.
  • Acquainted with the Bomb Threat Checklist, Found Property Procedures, and Fire Drill Procedures.

    Perform assigned activities to support implementation of the Security Plan, Contingency Plans and Business Continuity Management, and the UN Security Framework:

    • Keep abreast and conversant with the Security Plan and the current alert state.
    • Ensure that no items are removed from any UN compound without the appropriate Gate or Material Pass. 
    • Check the serviceability and functioning status of all equipment assigned to the duty post.
    • Record and report all complaints from UN and Non-UN personnel about incidents related to the GU duties.
    • Monitor the conveying of guards and make sure all guards are present for each shift. 
    • Conduct briefing during the changing of guards whenever the security situation warrants such a briefing.
    • Brief the in-coming Duty Officer of all activities during the previous tour of duty.
    • Complete a daily log of all Duty Officer’s actions and movements.
    • Prepare Daily/Shift Reports for the attention of the GU Supervisor/Deputy Supervisor.
    • Liaise with outsourced Security Company shift supervisors and field managers on all security related issues and report/record concerns to the appropriate authorities.
    • Frequent inspection of all posts manned by the guards of the outsourced Security Company to verify their presence and report any deficiencies regarding their performance.
    • Deal and manage complaints or concerns brought forward by guards of the outsourced Security Company against staff members and vice versa.
    • Act as a link between the ISF providing security to the outer perimeter of the UN Compound.

      Provide support in keeping UN management and personnel informed on security matters affecting UN programmes, the UN Premises and its personnel:

      • Provide daily on the job training/briefing to the guards of the outsourced Security Company deployed on posts to ensure they operate according to the SOPs and Post Orders.
      • Enforce quality control by ensuring that all contractual obligations are fulfilled by conducting daily inspection and verifying attendance.

        The incumbent shall perform other duties within their functional profile, as deemed necessary, for the efficient functioning of the of the Office, Organization and the Guard Unit (GU). 

        Institutional Arrangement:

        Under the guidance and supervision of the Deputy Security Guard Unit Supervisor, the Duty Team Assistant – Guard Unit will be responsible for the above mentioned tasks.
