Setting and ReportingThis position is located in the Meetings, Documents, and Publications Unit (MDPU) of the Conference, Treaty Bodies, and Mechanisms Division (CTMD) within the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. The incumbent reports to the Director of CTMD. ResponsibilitiesUnder the supervision of the Director of CTMD, the Document Management Officer (Head of Unit) will be responsible for the following: - Provides oversight and guidance to the meeting and documentations unit, including the various inter-governmental and expert meetings, and the entire flow of human rights documents submitted by OHCHR to legislative or expert bodies (General Assembly, ECOSOC, Human Rights Council and its mechanisms, and human rights treaty bodies). - Develops methodologies and procedures to improve and expedite the availability of respective documents, facilitate the related work of the secretariat, establish clear prioritization, and avoid overlap and duplication. - Advises bureaux of intergovernmental and expert bodies, delegations, and permanent missions on documentation, existing procedures and related matters. - Ensuring the observance and implementation of established UN policies, procedures, and regulations with regard to documentation and publication, and adapting those procedures to the circumstances and needs prevailing in OHCHR. - Liaise and coordinate with the Department for General Assembly and Conference Management (DAGCM), Office of Legal Affairs (OLA), New York and United Nations office in Geneva (UNOG) Division of Conference Service on any matters relating to human rights management, meetings, documentation, and publications, including pre-editing of documents submitted by OHCHR. - Representing OHCHR at meetings on meeting and documentation matters with Governments, UN agencies, NGOs, UNOG conference Services, and other UN departments as may be appropriate. - Provides authors, staff of substantive units, and delegations with advice on matters concerning editorial policy and practice and assists them in and provides oversight to the preparation of manuscripts; Consults with the author Sections and carries out research to clarify ambiguities and rectify substantive errors. - Edits complex or politically sensitive material, without revision, to ensure accuracy, clarity, cohesion, and conformity with United Nations standards, policy, and practice. - Edits Human Rights Council resolutions, including amendments and revisions, and liaises with sponsors (Permanent Missions); assists in drawing up guidelines for editors, especially on the editing of resolutions; manages the team of editors editing the draft resolutions, organizing their work, enforcing deadlines, providing guidance, and providing final oversight to their work. - Prepares and implements a personal and team work plan. Monitors the progress and performance of the team and takes action to minimize delays; provides updates and reports issues that require attention to the Head of Service; seeks maximum performance from oneself and others; identifies own training requirements and development needs; prepares expenditure requests and monitors expenditures against budget allocation; identifies and draws to management's attention potential cost overruns and underspends. - Performs such other duties as may be directed by the Director of the Division. EducationAn advanced university degree (Master's degree or equivalent degree) in public administration, law, social sciences, international relations, publishing, or other related disciplines is required. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of seven years of progressively responsible experience in public administration, international relations, communications, publishing, or other related areas is required. A minimum of three years of experience in editing within the United Nations Common System or a similar International Organization is required. Experience in the use of relevant language technologies, such as computer-assisted translation tools or terminology management systems, is required. Experience in managing a team is required. Experience with human rights documentation, resolution, meeting rules and procedures is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in French is desirable. Knowledge of another official United Nations language is an advantage.
