Work LocationHome-based with missions to Yemen Expected duration7 months Duties and ResponsibilitiesThe United Nations Human Settlements Programme (UN-Habitat) is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat is implementing the Strategic Plan for the years 2020-2025. The Strategic Plan lays out a recalibrated vision and mission, and a sharpened focus. UN-Habitat proposes to serve Member States, sub-national and local governments, and other key urban actors in the pursuit of four mutually reinforcing and integrated domains of change: 1. Reduced poverty and spatial inequality in urban and rural communities; 2. Enhanced shared prosperity of cities and regions; 3. Strengthened climate action and improved urban environment; and 4. Effective urban crisis prevention and response Governance Following the adoption of the Strategic Plan and specifically pursuing ‘strengthened climate change action and improved urban environment’ UN-Habitat Yemen Country Office developed a Green Climate Fund (GCF) readiness proposal for Yemen, which has recently been approved by the GCF. Besides that, UN-Habitat is developing an Adaptation Fund (AF) project proposal for Yemen. Background UN-Habitat Yemen UN-Habitat established presence in Yemen in 2018. Since then, UN-Habitat has supported the local authorities and people of Yemen to develop Rapid City and Neighborhood Profiling for 8 cities (Sana, Aden, Taiz, Sada’a, Ma’arib, Al-Huta, Marib and Zinzibar). The city profiling reflects on the context of Yemen that is suffering from protracted armed conflict since 2015. It includes an analysis on the damage assessment and effect of war on the political, social and economic conditions. The profiling feeds into the national and city recovery plan. UN-Habitat Yemen is also focusing on helping the most vulnerable, most affected population in several cities to rehabilitate damaged housing and community infrastructure facilities and systems; starting with Al-Hudaydah and expanding to other most affected cities, with the aim to provide safe, adequate and dignified living conditions. Given the huge influx of IDPs to urban settings looking for safe heaven, they usually lose their Housing, Land and Property documentations, hence UN-Habitat and GLTN is working jointly with UNCHR, and UN Women to start an initiative to increase Access for Women to HLP rights. As a member of Inter-Agency Standing Committee, UN-Habitat has been engaged in humanitarian response in Yemen, Iraq, Lebanon, Palestine, Sri Lanka, Pakistan, Somalia, Afghanistan, Sudan and many other countries. In Yemen, UN-Habitat is the chair of the Housing, Land and Property Rights (HLP) sub-cluster, under the Protection cluster. The overarching goal of the HLP sub-cluster is to facilitate a more predictable, accountable and effective HLP response in humanitarian emergencies. In line with the Principles of Partnership endorsed by the Global Humanitarian Platform, the HLP sub-cluster operates as an open and inclusive forum to benefit from the wide range of expertise within the HLP community of practice. As for climate change activities, UN-Habitat started the implementation of a GCF readiness project focused on adaptation in the water sector in Yemen in 2022. UN-Habitat is also in the process of preparing an Adaptation Fund proposal. Besides that, a GCF readiness project focused on climate change mitigation has been approved. The project called ‘Supporting Yemen’s Low Emissions Development through the preparation of the Nationally Determined Contribution (NDC), while enhancing required capacities and project pipeline in support of reducing emission’ will deliver a National Determined Contribution (NDC) to be submitted to the UNFCCC before COP 2025. Reporting Line The consultant will be hired and work under the overall supervision of Head of Yemen Country Programme and/or his/her designate and in coordination with the GCF readiness project team leader. The expert will be supported by National consultants in Yemen with expertise in climate change mitigation and adaptation. The expert will also work with the climate change unit at Ministry of Water and Environment as the focal point of UNFCCC and climate finance operating entities. Coordination is required (through the GCF team leader) with UNDP, as UNDP will prepare the LT-LEDS, the BUR2 (with required emission inventory data) and the NAP and FNC (with required climate change adaptation data). The NDC partnership will also support the project, facilitating the NDC development process and to develop the NDC investment plan and roadmap for the NDC implementation. Duties and responsibilities 1. Conduct stocktaking / gap assessment of previous INDC and relevant policy documents 2. Draft NDC preparation work plan 3. Mission / lead workshop to agree on content of the NDC 4. Draft the NDC, including: 4.1. National circumstances 4.2. Enabling factors for climate action 4.3. Assessment of the NDC’s sectors current GHG emissions and adaptation and targets, including from urban areas 4.4. GHG mitigation potential contribution / ambition of the NDC, including priority list of identified GHG mitigation measures, (also from urban areas 4.5. Adaptation potential contribution / ambition of the NDC, including priority list of identified adaptation measures (also from urban areas 4.6. Synergies and co-benefits 4.7. Means of implementation 4.8. Information to facilitate clarity, transparency and understanding (ICTU) 5. Mission / lead workshop to validate NDC 6. Provide any training required 7. Finalize NDC ready for submission to UNFCCC (before COP 30, 2025 8. Provide technical support and guidance to national team Qualifications/special skillso Advanced University degree in climate change-related field is required. A first-level university degree with additional two years of qualifying experience may be accepted in lieu of the advanced university degree. o 7 years of relevant work experience in the field of climate change mitigation is required. o Experience with developing Nationally Determined Contribution (NDC) is required. o Experience with socioeconomic impact assessment of NDC / possible GHG reduction scenarios is required. o Experience with capacity strengthening / leading trainings / workshops is required. o Experience with LT-LEDS development or operationalizing Low Emissions Development (LED) Network / Committee is desired. o Experience with documenting the National Arrangement of Carbon Market under Article 6 of the Paris Agreement is desired. o Experience with GCF readiness projects is desired. o Experience in the Middle East is desired. o Motivated to contribute towards peace and development and to serve others; Good interpersonal, networking and communication skills. o Excellent oral and written skills are required. o Excellent drafting, formulation, and reporting skills are required. o Willingness to contribute and work as part of a team. o Flexible and open to learning and new experiences.
