The Democratic Republic of the Congo (DRC) is one of the most populous, vast and resource rich countries in sub-Saharan Africa. Decades of conflict and other challenges over the past decades have left the Congo with 73% of its population living under the internationally recognized poverty rate of $1.90 per day and 43% of children are malnourished due to inadequate social and health services. Given its fragility and weak institutions, the country is susceptible to health crises, including recent outbreaks of Ebola, measles, cholera and potentially COVID-19. CRS has operated in the DRC since 1961, successfully implementing programs in nutrition, agriculture, livelihoods, emergency, water, sanitation and hygiene (WASH), health, microfinance, and peacebuilding throughout the country.
CRS DRC plans to respond to USAID/Democratic Republic of Congo’ anticipated Feed the Future (FtF) Resilient Food Systems project, which will be for 5 years with a total budget of $50-99 million and will focus on two provinces, Kongo Central and Kasai Central. The project will aim to support economic growth from the agriculture sector that is inclusive and sustainable; strengthen resilience at an individual, community, national and systems-level; improve the nutritional condition of women and children while strengthening key agricultural market systems. This position will be based in Kinshasa and is being posted both internationally and locally with a preference for Congolese nationals.
Job Summary
As Deputy Chief of Party – Operations (DCOP – Ops) for the Feed the Future Flagship Agriculture Activity project, you will support the Chief of Party (COP) and by overseeing all contractual, financial, compliance, procurement and administrative management the FtF Resilient Food Systems project, in accordance with FAR regulations, USAID and CRS rules and regulations. You report directly to the COP and are responsible for ensuring that CRS and USAID requirements for budget planning, monitoring, and reporting are fully met in a timely manner. This requires close liaison with the finance, procurement, administration, technical and MEAL departments of CRS and partner staff. You should have extensive experience working on previous USAID funded projects and in particular previous contract experience in the areas of financial management, accounting, procurement, grants and contracting, auditing, human resources, as well as having extensive knowledge and expertise in USAID rules and regulations.
Roles and Key Responsibilities:
Manage all contractual, financial, compliance, human resources, security, logistics, procurement and administrative aspects of the development, implementation and consolidation of the project, in coordination with the Chief of Party and country program operations and finance leadership. Serve as a point of contact in areas of contracts, finance, compliance, procurement, and administration to USAID as well as public, private and non-government stakeholders and partners, when needed. Manage contractual, finance, compliance, procurement, human resources, security, logistics, and administrative functions of the project to meet donor expectations in terms of timely and quality results and budget. Oversee sub-award management, including award development, monitoring, reporting and compliance. Coordinate with the 2 project DCOPs who are technically facing; Technical Advisor Collaboration, Learning and Adaptability; and other key staff on the project team Contribute to ensuring the CRS program quality standards are adhered to per MEAL policy and procedures. Encourage and ensure effective communication with the CRS DRC operations team, as well as across Feed the Future Flagship Agriculture Activity management and in satellite offices; Act as a liaison between the Feed the Future Flagship Agriculture Activity central team in Kinshasa, the DRC country program and satellite offices related to contracts, finance, administration, logistics, security, human resources and procurement as requested by COP. Effectively manage and supervise Feed the Future Flagship Agriculture Activity operations talent. Manage team dynamics and staff well-being. Provide coaching. Strategically tailor individual development plans and complete performance assessments for direct reports. Contribute to the development of staffing plans and the recruitment process of senior staff. Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans. Promote, uphold and model a commitment to the efficient use of agency and donor resources. Help ensure compliance with USAID contracts regulations, including financial tracking and oversight of partner budgets and any Grants Under Contracts (GUC) mechanisms put in place on the project, finance, administration, reporting and invoicing to USAID. Maintain relationships with key staff of partner organizations in regard to area of responsibility. Contribute to coordination of the roles and activities of staff from partner organizations in implementation in line with CRS partnership principles. Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and recommend trainings and technical assistance.Basic Qualifications
Master’s degree in Accounting, Finance, Business Administration, Public Administration, Commerce, Economics International Development, International Relations or a relevant technical area. 7 years of relevant management and technical experience in contracts, finance, compliance, procurement, logistics, human resources, security and administration of United States government funds. Strong preference for USAID contracts experience. Strong knowledge and experience in budget management. Recognized technical experience and qualifications in sector. Demonstrated experience of successful management, including management of functions of complex, high-value, multi-activity projects, with complicated logistics. Knowledge and experience in financial systems, including budgeting and budget/expense analysis required. Staff management experience and abilities that are conducive to a learning environment. Experience coaching.Required Languages: French and English oral and written proficiency required
Travel: May be required to travel up to 50 % of your time within DRC.
