JOB CONTEXT:
The HI Afghanistan operating framework is outlined in the operational strategy (\u201cStratop\u201d) developed at the beginning of 2022 for the next two years. The pillars are Health/Basic Needs, economic Inclusion / Armed Violence Reduction, and protection of Vulnerable Populations.
HI is currently involved in different sectors of activities:
- Physical and functional rehabilitation (both on service provision and training \u2013 tech assistance), in development and chronic crisis settings
- Mental Health and Psycho-Social Support (MHPSS)
- Inclusive livelihood
- Mine Risk Education
HI has five offices located in the different provinces of intervention. The central office is in the capital city (Kabul) and hosts the management team (including operations, finance, logistics, human resources, technical unit, humanitarian access and advocacy, and Security).
Five bases, located in Herat (West), Kunduz (North), Nimroz, Nangarhar and Kandahar (south), are fully operational with dedicated support services and project management teams. The Programme also has projects in Bamyan, which the Kabul main office manages.
YOUR MISSION:
Mission 1: STRATEGY AND STEERING
Responsibility 1.1: Analyse the humanitarian environment and define HI positions
\u00b7 Monitor and analyze the humanitarian context, architecture and actors at play to identify the main positioning and ethical issues to ensure a principled humanitarian action
\u00b7 Define and produce policy papers laying down HI positions in accordance with HI ethical guidelines and principles of intervention, liaising with relevant stakeholders at programme level (PD/AM) and HQ levels (HI Institute and AIR)
\u00b7 Undertake research and provide recommendations based on ethical guidelines
\u00b7 Contribute to the risk-analysis for the adaptation of the advocacy strategies
Responsibility 1.2: Develop and update advocacy strategies and action plans
\u00b7 Work with the AIR team on developing and updating the joint advocacy strategy related to [CRISIS] and ensure it is consistent across national, regional and international levels
\u00b7 Lead the design and implementation of coordinated advocacy action plans at regional and national levels, and ensure they are properly implemented, in compliance with HI advocacy quality standards and procedures
\u00b7 Identify key issues emerging from HI operations that would require advocacy for policy changes
\u00b7 Carry out and constantly update a stakeholder mapping and power analysis to identify key advocacy targets and allies
Mission 2: OPERATIONAL IMPLEMENTATION.
Responsibility 2.1: Ensure that advocacy is based on reliable and up-to-date evidence and data
\u00b7 Regularly liaise with key operational staff and external stakeholders to gather timely information and data to feed into federal and country based advocacy strategies
\u00b7 Ensure that the programme produces reliable and consistent data for advocacy purposes and that it is shared with the AIR team
\u00b7 Lead or contribute to the preparation of advocacy tools (reports, briefing papers, talking points, medias/social media tools, collection of testimonies), in collaboration with the AIR team and HI federal Communication team
Responsibility 2.2: Organize the effective influence and outreach of HI vis-\u00e0-vis key decision-makers and networks
\u00b7 Engage in relevant fora, networks and coalitions or with key partners at national and regional levels to feed the analyses and promote HI positions; identify opportunities for, and collaborate with the AIR team on collective advocacy initiatives
\u00b7 Maintain contacts with key decision makers at national and regional levels through regular meetings and exchanges
\u00b7 Take part in events and conferences and ad hoc meetings with decision makers at global level in coordination with the AIR team
\u00b7 When appropriate, liaise with the medias on advocacy related issues with the support of the federal Communication, and AIR teams
Responsibility 2.3: Ensure HI internal communication and ownership
\u00b7 Disseminate advocacy- and policy- related information within the HI network through appropriate channels, including by feeding HI internal communication tools and platforms
\u00b7 Contribute to internal advocacy related working structures, and other relevant internal meetings to provide updated information and discuss advocacy developments; liaise as necessary with AIR, Federal Communication, HI Institute, or National Associations
\u00b7 Inform and provide support to key operational staff and local/national partners on HI advocacy activities
\u00b7 Assess needs and provide trainings accordingly on principled humanitarian action and HI ethical guidelines to staff as well as local/national partners when appropriate Responsibility 2.4: Contribute to fundraising efforts
\u00b7 Identify funding opportunities for advocacy and positioning activities and staff, including through incorporating advocacy activities into field projects and new project proposals Responsibility 2.5: Contribute to support or to advocacy activities into field projects and new project proposals Responsibility 2.5: Contribute to support or to implement the programme\u2019s emergency preparedness actions, and, in case of emergency, adapt her/his way of working in order to contribute to an efficient humanitarian response from HI.
Mission 3: STANDARDS and EXPERTISE
\u00b7 Contribute to raising the quality and internal ownership of HI advocacy work
\u00b7 Comply with and promote HI quality standards and internal procedures relating to advocacy
\u00b7 Report to line manager and the AIR Humanitarian Advocacy Manager any issues of compliance
\u00b7 Contribute to the design and delivery of presentations and training tools on advocacy
CHARACTERISTICS OF THE POSITION:
The security and access situation in the Country has improved significantly since the conflict ended; however, security measures remain in place as the context remains unpredictable.
International staff share the guesthouses in Kabul. They are spacious, well-equipped, secure, and comfortable, providing adequate living conditions and well-being to the global team, considering the limitations of moving around the city. The guesthouses have sports facilities and common areas for recreational activities. HI in Afghanistan provides a cleaner for the Guesthouses during working days.
Requirements
You have a degree in International Law (IHL, IHRL, Human Rights, Refugee Law etc.), International relations, political science or equivalent degree or with significant experience.
