Work LocationHome based Expected duration20 May to 29 August Duties and ResponsibilitiesThe United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Secretariat of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants brings together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes. The post is home-based and will support training and capacity development activities under the Basel Convention. Under the specific supervision and guidance of the Programme Officer, the incumbent will perform the following functions: a. Provide technical input into the training workshop programmes; b. Prepare training materials and practical exercises for the training workshops in consultation with the BRS Secretariat and the Rwanda and Zimbabwe project teams, with a focus on customs procedures and documentation; c. Provide technical inputs to the enforcement strategy to implement the Plastic Waste Amendments, including tools to facilitate enforcement such as national custom codes for plastic wastes in line with Plastic Waste Amendments, as well as risk indicators and profiles for Rwanda; d. Deliver national workshops on the enforcement of the Basel Convention and Plastic Waste Amendments in Rwanda and Zimbabwe. Qualifications/special skillsAcademical qualifications: Master’s degree in environmental science, policy, environmental studies, international relations, law or economics. A bachelor degree with a minimum of 2 years of practical experience in customs enforcement affairs, environmental inspection, or environmental enforcement may be accepted in lieu of the advanced university degree. • At least 7 years’ work experience with the enforcement of provisions controlling the transboundary movements of wastes is required • Experience in delivering trainings on the enforcement of provisions controlling the transboundary movements of wastes is required • Demonstrable knowledge of the plastic waste amendments is required • Experience in delivering trainings in developing countries is desirable • At least 5 years of experience of conducting inspections of waste shipments is desired LanguagesLanguage: English is the working languages of the United Nations Secretariat.
