    JOB TITLE: RBD CBT Officer Roving CST
    TYPE OF CONTRACT: CST 2

    DURATION: 11 months


    Job Purpose:


    WFP’s Regional Bureau for West and Central Africa (RBD) is looking for a CBT Officer CST, to support, enable and guide the design and sound scaled-up use of CBT with an emphasis on people centeredness and responsiveness to people's changing needs and preferences in WFP operations across the region. Additionally, he/she will focus on supporting Country Offices in their emergency
    preparedness and in the implementation of emergency cash-based transfer programmes.

    The CBT Officer CST will be based in Dakar will deploy to Country Offices whenever the needs arise.


    RESPONSIBILITIES:


    Under the overall direction and guidance of the Regional Programme Policy Officer (CBT), and in line with WFP corporate strategy, guidance materials and standards for CBT, the CBT Officer CST, will have the following main responsibilities:
    1. Provide operational and technical support to Country Offices (CO) for the design, set-up, delivery, coordination of CO CBT intervention as per the CBT cash book with a specific focus on emergency operations which includes:
    a. Transfer Modality and Mechanism Selection
    b. Operational design
    c. Contributions to contracting processes
    d. Preparations of distributions (partner training, SOP development…)
    e. Delivery processes (beneficiary payment lists, distributions, transfer reconciliation, project review and adjustment of processes, operational troubleshooting)
    f. Documentation of decision processes
    g. Strengthening CO capacity on CBT


    2. Support COs on CBT preparedness, including reviewing minimum preparedness actions (MPAs), risk matrices, and in the development of scenario and contingency planning.


    3. Provide training and capacity building to CO staff on the CBT preparedness and CBT in emergencies;


    4. Assist with financial service providers contracting process and support the Regional financial service provider contracting process;


    5. Deploy to COs to provide operational support in emergency preparedness planning and also in the case of emergencies to provide direct operational support;


    6. Provide dedicated support to COs on the design, set-up, delivery/implementation, and coordination of CBT activities;


    7. Support the drafting of different CBT guidance notes, reports, and lessons learned documents;

    8. Other responsibilities as requested.


    QUALIFICATIONS & EXPERIENCE REQUIRED:


    Education: University Degree or Advanced University Degree in international relations, political or economic science, business administration, computer and information systems or other relevant academic areas.


    Experience: Minimum of 8 years of relevant professional experience, ideally within WFP or UN agencies. Field experience in humanitarian operations is essential.


    Knowledge & Skills:
    Capacity to design, set-up, run and coordinate a CBT operation. Operational
    troubleshooting.

    Clear understanding of other CBT functions’ role and
    responsibility.

    Capacity to coordinate with external CBT actors.

    Capacity to work independently with limited support and to adapt to new context.

    Understanding of WFP’s corporate and regional priorities, corporate guidance and how to implement and adapt them in Country Offices. Understanding of WFP Country Office structure and field experience.


    Languages: Fluency (level C) in French and English.
