Project Context and Scope
Under the direct supervision of Programme Support Unit (PSU) Coordinator and in close coordination with the Head of IOM Sub-Office in Faya, following IOM Planning, Monitoring and Reporting Policy (IN/31 rev.2), the incumbent will be responsible for leading the management of the monitoring, evaluation, and reporting activities for IOM Chad Country Office (CO) projects with a strong focus on the RESITCHAD project.
Organizational Department / Unit to which the Consultant is contributing
Monitoring, Evaluation, Accountability and Learning is centralised within the Programme Support Unit and is establishing a centralised approach across the Chad mission in order to establish best practices and approaches. Tasks to be performed under this contract
Design, implement, and supervise qualitative and quantitative monitoring tools, ensuring accurate and timely data collection and analysis in the field.
Develop and maintain project-specific M&E plans and indicator tracking tables to ensure compliance with contractual requirements and systematic tracking of progress against key performance indicators (KPIs).
Regularly update and maintain the Country Office’s Evaluation Plan, including supporting the planning and coordination of baseline, mid-term, and final evaluations in line with mission priorities.
Provide technical expert support to analyze and synthesize data into reports and presentations for external partners including donors and government institutions.
Coordinate with the CO’s Public Information Officer to incorporate M&E findings into public information materials.
Create and maintain processes to document good practices and lessons learned from monitoring findings and evaluation reports, including identifying potential bottlenecks, proposing corrective measures, and facilitating discussions with project staff, management, and partners.
Supervise and provide technical guidance on M&E support activities of assigned staff to ensure comprehensive coverage of project/programme/strategy M&E activities throughout all stages of implementation.
Provide expert advice to IOM units, government partners, and UN agencies to ensure effective monitoring, performance management, and compliance with reporting requirements.
Participate in external coordination with partners, UN agencies, and donors to present M&E data and plan joint monitoring visits.
Ensure participatory and consultative approaches are integrated into all M&E activities, actively involving local stakeholders and beneficiaries in data collection, validation, and analysis.
Lead the design and delivery of M&E capacity-building sessions for local partners and community groups, with a particular focus on monitoring and evaluation of micro-grants.
Support the operationalization of Accountability to Affected Populations (AAP) complaints and feedback mechanisms in northern Chad, documenting corrective actions in coordination with programme and senior management and the Program Support Unit.
Stay up-to-date on IOM internal and institutional M&E, Accountability, and Learning (MEAL) frameworks and Results-Based Management (RBM) developments to ensure compliance with IOM strategies (including IOM Strategic Plan 2024-2028), IOM’s Strategic Results Framework (SRF), global M&E standards, regional and country planning tools, and PRIMA-for-all standards.

EDUCATION:
Master’s degree in international relations, Political or Social Sciences, Business or Public Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or,
University degree in the above fields with four years of relevant professional experience.
EXPERIENCE:
Experience in project monitoring and reporting for community stabilization or peacebuilding projects.
Experience in project/strategy development and capacity-building activities.
Sound and proven understanding of internal and international migration issues in the country and in the Region;
Experience in liaising with governmental authorities and international financial institutions;
Experience in organizing consultations, workshops and seminars with high-level stakeholders.
