Payments will be made upon completion of the deliverables/outputs and certification of satisfactory completion by the manager, as per the percentages below: • Deliverable 1 Inception report: 10% of total contract amount • Deliverable 2 Base line data report: 20% of total contract amount • Deliverable 3 Draft of Impact Assessment Report: 30% of total contract amount • Deliverable 4 Final Impact Assessment Report: 20% of total contract amount • Deliverable 5 Presentation of Impact Assessment Report: 20% of total contract amount Work LocationHome based Expected duration20.12 - 28.02.2026 Duties and Responsibilities- Designing of the Impact Assessment Survey: This entails gathering data for the base line, and creating methodology for gathering data, approved by OHCHR. - Creating and analysing questionnaires for the police officers who have received human rights training from the implementing agencies and drafting communications requesting data and information from Fiji Police Force on excessive use of force and handling complaints. - Conduct an Impact Assessment: Evaluate the effectiveness of human rights training provided to the Fiji Police Force from the implementing agencies. This in part includes assessing the application of human rights standards by law enforcement as learned during the trainings under component 1.2.4 - Reporting: Provide a comprehensive report on the impact assessment, training sessions, and preparatory dialogues, including recommendations for future actions. Qualifications/special skillsEducational Qualifications: Master’s degree in Human Rights, Law, International Relations, or a related field. Data analytics qualifications is preferred. Minimum five years of relevant and geographically diverse experience in human rights, gender, legal, development sector and/or on access to justice, women’s rights and governance. Experience working with law enforcement, academia, social cohesion projects, governance, or a related field. Experience in consultancy work and similar experience in data analysis/ data implementing surveys. Experience on providing technical advice and writing guidelines or policies in the areas of access to justice, rule of law, gender or civic space in the Asia-Pacific region is desirable.
