In Jordan, UNICEF collaborates with the government and civil society to advance the rights of Jordanian children through a variety of development programs. This consultancy aims to engage a skilled construction manager to aid these efforts.
How can you make a difference?
UNICEF MENA Regional Office plans to redesign its premises to accommodate a minimum of 200 occupants effective 1 January 2026.
The premises redesign project shall involve civil works, fit out and electromechanical activities at the minimum level.
Within this context, UNICEF Jordan Country Office wishes to enter into a tight schedule for contractual agreement for consultant services within a period of 6-7 months. The services shall start effective end of July/ beginning August 2025.
The construction manager will be responsible for the project preparation and supervision, in coordination with UNICEF design & supervision engineering company, oversee the execution of construction activities for the new office premises, ensure the project is delivered on time, within budget, and to the required quality standards.
The construction manager will be required to work using its own equipment (laptop and mobile equipment). UNICEF shall provide working space and station during the contract period.
Scope of Work/Deliverables:
This scope outlines the consultancy services provided by the individual consultant.
Phase I - Project Preparations (Submit a complete report for the project feasibility and assessment, including the site analysis, procurement plan, budget plan, the project execution plan, risk assessment and mitigation measures):
• Plan and coordinate with the design company the redesign and fit out activities, including the BOQ preparation
• Prepare the budget plan and procurement plan for the activities involved in the project
• Respond to UNICEF and Bidders questions and provide necessary clarifications if needed
• Attend the site visits with bidders, respond to their technical queries and questions
• Participate in the evaluation of the contractors technical & financial proposals
• Represent UNICEF during the kick-off meetings and provide technical clarifications
• Prepare and maintain a risk register; determine responsibility for the risk management process; assess impact of risks; develop and implement mitigation plans of risks
Phase II – Project Supervision (Submit a weekly and a monthly progress report, quality assurance and the quality control report)
• Supervise the activities of all contractors and subcontractors on daily basis. Manage the onsite construction teams and the suppliers
• Review and approve the contractor’s construction schedule in coordination with UNICEF& Engineering Consultancy company
• Review the demolition plan and other systems demolition & dismantling in coordination with the engineering consultancy company. Supervise the execution of the demolition activity.
• Ensure compliance with all safety measures undertaken by the contractor, suppliers and their subcontractors during the execution of activities. Ensure safety of UNICEF heavy machines.
• Report and investigate incidents and near misses
• Quality control during the testing and commissioning period, and provide technical inputs
• Responsible for quality assurance and quality control. Document all inspections, test results, and compliance with specifications, Report non-conformances and corrective actions.
• Represent UNICEF during the progress meetings and prepare weekly progress reports of planned and completed activities
• Cost control, monitor construction costs and manage change orders/VOs in coordination with UNICEF.
Phase III - Project Closing out (Submit a complete set of the final drawings, commissioning and testing report of all systems, final snag list and their status and planned completion schedule, inspection visits report & progress tracking sheet during the defects liability period):
• Coordinate the handover of the site to UNICEF, including testing and commissioning of all systems
• Identify the snag lists and follow up with the contactor to ensure timely completion of the snags
• Measure & verify the contractor’s executed quantities and final invoice
• Follow up with the contractor to submit the final as built drawings , catalogues, manuals, power and data points locations
• Identify, document, and ensure the rectification of any defects in the works during the Defect Liability Period of six months from the date of the issuance of the Taking Over Certificate. Monitor and verify the timely and proper correction of such defects. Ensure compliance with UNICEF contract specifications and quality standards.
• Coordinate with the contractor and the design & supervision engineering company, and maintain records of all defect notifications and agreed upon actions, and report any incomplete issues to UNICEF.
• Undertake a minimum of 4 inspection visits, provide a report of any new defects, corrective action, including a tracking sheet of the completed and incomplete corrective actions.

Bachelor’s Degree in civil engineering (proof of UNICEF certificate is required) Work Experience: Minimum 7 years of experience in construction management in similar projects List of completed services of similar nature, current and in past 7 years inside and outside the country with their references; showing the type of clients such as governments, United Nations, Private Sector Key Skills: Budgeting and cost estimation, Knowledge of building codes and safety regulations Fluency in English is required.
