Office/Unit/Project Description 

The Danish Egyptian Dialogue Initiative (DEDI) has been an important element in Danish-Egyptian cooperation for 20 years. DEDI is a platform for dialogue, innovation and exchange between Denmark and Egypt. A new four-year phase of support to DEDI, financed under the Danish Arab Partnership Programme (DAPP), will start in 2025. The new phase is designed to address the challenges and opportunities of climate change, circular economy, green transition and youth innovation. DEDI’s focus will be on the following three components: i) Innovation in sustainable design by youth; ii) Green environmental literacy for youth; and iii) Youth dialogue on climate and security. DEDI will be hosted by UNDP Cairo, and Cairo International Centre for Conflict Resolution, Peacekeeping and Peacebuilding (CCCPA) will be a key implementing partner. A range of Danish and Egyptian organizations and experts will be engaged as the backbone of DEDI’s dialogue and exchange activities in Egypt and Denmark.  According to the agreed governance set-up for DEDI, the Coordinator refers to the DEDI Co-chairs and Advisory Board on achievements and strategic decisions. On a day-to-day basis, the Technical Expert has the overall technical responsibility for managing the implementation of DEDI’s activities in close coordination with UNDP Cairo, and for Component 3 with CCCPA within the framework of the agreed project document and annual implementation plans. 

As the host institution and implementing partners for DEDI, UNDP Egypt plays a central role in facilitating the implementation of the initiative, ensuring alignment with broader development priorities and providing technical, operational and administrative support. Under the new phase of DEDI (2024-2028), UNDP is responsible for grant management, financial oversight, and technical guidance across all three components, with a specific implementation role in Components 1 and 2 in partnership with DEDI. UNDP’s involvement ensures that DEDI benefits from its extensive expertise in sustainable development, youth engagement, and climate action, as well as its established networks with governmental and non-governmental stakeholders. Furthermore, UNDP will support capacity-building efforts, monitoring, and reporting in line with its Results-Based Management (RBM) standards, ensuring that DEDI's activities contribute effectively to the Danish Arab Partnership Programme (DAPP) and Egypt’s green transition agenda.

Scope of Work 

The Communications officer is expected to perform the following specific tasks;

1.Ensures planning and design strategies for communications and outreach:

Conduct of communications needs assessments for DEDI Develops and implements communication plans for DEDI’s activities in collaboration with the project officers and partners  Understands the needs of different crucial national and local audiences and knows how to adapt the substantive work to the communication needs of DEDI Development/production of communication and advocacy instruments and materials for marketing and awareness-raising campaigns, including briefing materials and media materials in coordination with the supervisor. Develops and synthesizes proposals for project formulations to integrate advocacy and communication strategies into all aspects of the project.

2.Ensures the implementation of the project’s publications strategy and plan:

Effective implementation of the DEDI publications strategy and plan. Produces and edits content for DEDI’s website and social media (articles, photos, videos and postings).  Ensures the use of innovative tools and resources for the dissemination of UNDP programme products and the promotion of the organization’s value proposition. Oversees production of graphic design content for social media and prepare other minor products such as brochures and leaflets  Keeps the Communication archive updated (photos, videos, articles, etc..); 

3.Ensures implementation of digital communications strategy 

Produces information and communication products including proposing topics, determining appropriate medium and target audience   Web-editor (including updating back-end and SEO) Preparation of the content for the websites and social media platforms to ensure consistency of the materials and messaging. Collaborate closely with the UNDP and CCCPA communications team

4.Supports the corporate advocacy and outreach efforts:

Promotes coverage of DEDI’s activities in Danish and Egyptian media outlets  Provides advice to the Technical Expert/UNDP/CCCPA on the Initiative’s Communication strategy;  Closely monitors the day-to-day budget of communication activities, keeps an ongoing track of budget spending and follow DANIDA Guidelines in the respect.  Provides inputs to the reporting to the Initiative’s Advisory Group through preparing reports and needed documents. Performs other tasks as requested by the Technical Expert on an ad hoc basis. 

Institutional Arrangement

The Communications Officer will work under the day-to-day guidance of the DEDI Technical Expert, UNDP, the DEDI Project Specialist, and the DEDI Project Officer.

Minimum Qualifications of the Successful NPSA Min. Education requirements

Advanced university degree (master's degree or equivalent) degree in communications, journalism, international relations or related field. Bachelor’s degree in communications, journalism, international relations or related field with 2 additional years of relevant experience will be given due consideration in lieu of Master’s degree. Min. years of relevant work experience Minimum 2 years with Master’s degree or 4 years with Bachelor’s degree of progressively responsible experience in public information, journalism, international relations or related area is required.  Required skills and Competencies Experience in drafting public information materials (e.g. news articles, opinion pieces, feature stories, press releases, etc.) is required.  dvanced user level with ICT and office software packages. Good knowledge and experience in handling of web-based management systems. Proven analytical and strategic thinking required. Good communication skills are a must.  Desired Additional Skills and Competencies Advanced knowledge of and experience with photography and video will be an asset. Advanced knowledge of and experience with blogging and social media will be an asset. Experience in developing and implementing communication strategies is an asset.  Work experience in an international organization and at the intergovernmental level is desirable.  Familiarity and work experience with Danish partners will be an asset.  Required Language(s) Excellent command of written and spoken English and Arabic.
