Work LocationJuba, South Sudan Expected duration3 months (renewable based on performance and funding) Duties and ResponsibilitiesSouth Sudan is undergoing a period of risk and opportunity, marked by escalating humanitarian needs, significant economic challenges, and political and security uncertainty, compounded by shrinking financial resources and the spillover from the crisis in Sudan. Amidst this complexity, the UN Country Team (UNCT) and Humanitarian Country Team (HCT) convened a Joint Retreat in June 2025 to make strategic decisions on where, how, and with whom to work in order to deliver more coherent and impactful results. The retreat outcome underscored the need for a paradigm shift in leadership behavior, joint delivery models, accountability, and operational prioritization to drive coherent action across the peace, development, and humanitarian pillars in support of agreed priorities. This call for change comes at a moment when the global UN system is under increasing pressure to rethink how it leads, operates, and delivers—amid shrinking resources, the IASC ‘reset’, and preparations for UN80. The development and humanitarian community, including the UN, is seeking renewal and relevance by becoming more effective and responsive to complex and rapidly evolving contexts. In South Sudan, this shift entails breaking down institutional silos in favor of bold, context-driven leadership, shared responsibility, and decisive, collective action. The Communication officer will provide targeted support to the RC to facilitate the implementation of the UNCT and HCT joint retreat. The Communication Officer will work under the direct supervision of the Head of Integrated Office and in close collaboration with the RCO and relevant UN agencies, NGOs and government counterparts (including state-level authorities). The officer will be responsible for creating communication products on the ABC deliverables as well as leading outreach actions in the delivery of the four outputs of the retreat in terms of: Food Security: Scale up local food production and climate-resilient agriculture, leveraging the “Year of Agriculture” and supporting women- and youth-led cooperatives in targeted states. Essential Services: Ensure sustained access to health, education, and nutrition through pooled supply pipelines and mobile outreach, particularly in high-burden counties. Durable Solutions: Support safe, voluntary return and local integration of displaced populations, aligned with the Government’s Durable Solutions Strategy. Rapid Response and Protection: Strengthen early warning systems, pre-position life-saving supplies, and mobilize community-based protection and peacebuilding efforts. Key responsibilities. Develop and implement a strategic communications and visibility plan that supports the operationalization of the joint UNCT and HCT plan and reinforces its overarching outcome and four thematic priorities: food security, essential services, durable solutions, and rapid response/protection. Produce high-quality, targeted communication products (briefs, human-centered stories, infographics, videos, social media content, etc.) that demonstrate progress and impact at the community and field level, with a focus on results that enhance resilience and protection. Document and disseminate field-level implementation of the joint plan, including coordination missions, ABC meetings, community consultations, and integrated service delivery, in collaboration with ABC Coordinator and partners. Gather and promote compelling human-centered stories, case studies that highlight success in advancing local food production, restoring services, enabling durable solutions, and strengthening protection mechanisms, especially those involving women and youth. Ensure consistent and coherent messaging across UN agencies and partners, aligned with the UNSDCF, Humanitarian Needs and Response Plan (HNRP), Durable Solutions Strategy, and Humanitarian–Development–Peace Nexus principles. Manage content for digital platforms, including the development of a knowledge hub and tracks progress against the four outputs and showcases integrated efforts across sectors. Provide communications support for key events, workshops, launches, and field visits, ensuring visibility for area-based coordination efforts and stakeholder engagement. Coordinate closely with the UN Communications Group and agency focal points to ensure joint messaging, media engagement, and amplification of results at national and subnational levels. Support local visibility and community outreach efforts, leveraging radio, local media, and community-based communication channels to increase awareness, accountability, and trust in the UN’s joint efforts. Qualifications/special skillsAdvanced university degree (master's or equivalent) in Communications, Journalism, Public Information, International Relations, or a related field is required. At least 7 years of progressively responsible experience in communications, public information, or advocacy, preferably in humanitarian or development contexts is required. Proven ability to produce high-quality written and visual content is desirable. Familiarity with the UN system and coordination mechanisms is desirable. Excellent writing, editing, and storytelling skills is desirable. Strong interpersonal and coordination abilities is desirable.
