The Position:

The communication consultant will provide strategic and technical support for the communication and publicity activities for the Population and Housing Census 2025 (Census) at the Department of Statistics (DOS) in Jordan. The communication consultant will assess the current status, identify gaps, propose enhancements, and produce the communication strategy for the census in 2025 to ensure effective public engagement and awareness.

Job Purpose:

The communication consultant will provide strategic and technical support for the communication and publicity activities for the Population and Housing Census 2025 (Census) at the Department of Statistics (DOS) in Jordan. The communication consultant will assess the current status, identify gaps, propose enhancements, and produce the communication strategy for the census in 2025 to ensure effective public engagement and awareness.

Scope of work (Description of services, activities, or outputs)

To achieve the objectives of this assignment, the consultant will perform the following tasks hand in hand with the corresponding team at the UNFPA office and the Department of Statistics (DoS):

  • Review essential background documents to be familiarized with the Jordan 2025 census.
  • Assess the existing communication products, including brochures, posters, videos, and social media content.
  • Assess the effectiveness of current communication plans in engaging diverse demographics and promoting census importance.
  • Review planned communication activities, including media campaigns and community engagement, and recommend additional activities as necessary in the context of the proposed mixed-methods census. The mixed-methods census involves the use of administrative records together with field data collection through computer-assisted personal interviews and self-enumeration.
  • Identify potential communication channels such as social media influencers, bloggers, and celebrities to enhance outreach.
  • Develop a comprehensive communication strategy (covering planning, implementation, and dissemination phases) and action plan that considers the political and social context of Jordan and the proposed mixed-methods census to ensure broad support and participation, in which the assessment findings are addressed with the proposed improvements​.
  • Provide recommendations for improving the overall census communication and publicity plan, including but not limited to media outreach activities, communication materials, public engagement strategies, and strategies for monitoring and optimizing the plan.

    Deliverables:

    • Inception Report: must detail the proposed approach, timeline, and deliverables and be approved by UNFPA and DoS.
    • Assessment report outlining all findings, analyses, and recommendations based on the initial assessment.
    • A preliminary version of communication strategy: a comprehensive communication strategy for the 2025 census, including a detailed communication plan.
    • Final communication strategy: a comprehensive communication strategy for the 2025 census, including a detailed communication plan.

      Duration and working schedule:

      It is expected to commence on November 3, 2024. The exact timeline and schedule will be finalized during the inception meeting​.

      Place where services are to be delivered:

      The consultancy will follow a hybrid model, combining face-to-face interactions and remote work as needed, and will require travel to Jordan.

      Below are tentative dates for deliverables; the exact timeline for deliverables will be determined during the kick-off meeting with UNFPA and DoS. All reports will be submitted electronically in word format

      Monitoring and progress control, including reporting requirements, periodicity format and deadline:

      • Regular progress reports to the DOS and UNFPA will be required.
      • Weekly meetings to review progress and address any issues.
      • A final presentation to DoS and UNFPA to discuss the assessment report and communication strategy.

        Supervisory arrangements:

        The consultant will report directly to the Head of the Communication Department at DoS, with additional oversight by UNFPA Jordan.

        Expected travel:

        A minimum of two visits are required, with each visit expected to last 5 working days.

        Qualifications and Experience:

        • Experience: Minimum 10 years’ experience at managing communication and publicity campaigns, particularly in large-scale surveys or census operations.
        • International expertise is required. It’s essential that the candidate has worked on similar assignments in other countries, indicating international experience and the ability to handle diverse operational contexts.
        • Skills: Strong analytical and report-writing skills, expertise in communication strategies, and knowledge of the Jordanian socio-political context.

          Education:

          Advanced degree in management, communication, or any related field.

          Languages:

          Fluent in Arabic and English.

          Inputs / services to be provided by UNFPA or implementing partner (e.g. support services, office space, equipment), if applicable:

          • Consultants are responsible to possessing their own equipment, i.e. laptops, mobiles, etc.
          • Office space in DoS will be provided. Some visits to UNFPA offices may be required.

            Other relevant information or special conditions, if any:

            The consultant should be flexible in working hours to accommodate meetings with stakeholders and should have the ability to work under tight deadlines.
