In the programmatic period 2026-2030 United Nations Sustainable Development Cooperation Framework will guide the work of authorities in Bosnia and Herzegovina (BiH) and the United Nations (UN). As part of the UNDP BiH’s Effective Governance’s portfolio, The Economic Governance for Growth (EGG2) Project seeks to contribute to economic growth and entrepreneurship development, improving economic governance and fostering the growth of market-oriented capabilities for a knowledge-based economy.

Project activities include supporting institutional partners in providing better access to digital learning opportunities, enabling, and improving the environment for entrepreneurship development, and fostering innovation and research and development.

Under the direct supervision of the Project Manager the Civil Engineer will provide support services to the EGG2 Project team, ensuring high quality, accuracy, and consistency of work. He/she will be responsible for technical and logistical assistance to Project Manager and Project Team while implementing activities under the Economic Governance for Growth (EGG2) Project.

Travel expenses will be calculated separately in accordance with UNDP rules and regulations.

  1. Scope of Work 

    Under the direct supervision of the EGG2 Project Manager, the Civil Engineer will be responsible for the following functions

    1. Provides technical support throughout all stages of tendering processes

    2. Participate in the technical evaluation of bids by analyzing specifications and data sheets for construction and installation works submitted by bidders. Verify compliance with RFQ/ITB requirements and request clarifications as needed;
    3. Assist the project team in evaluating financial proposals and conducting value-for-money assessments. This includes market research and providing advice on appropriate unit prices for specific installation works.

      2. Monitors and supervises construction works

    4. Provide technical support during the implementation of construction and installation works; 
    5. Conduct site visits to the 28 school locations in Sarajevo, as needed, to ensure that works are carried out in accordance with the technical specifications and relevant standards and regulations;
    6. Prepare necessary documentation needed for processing amendments to the contracts for works;
    7. Analyze unit prices of additional works and verify their appropriateness in comparison to market rates; 
    8. Prepare the final supervision report; 
    9. Ensure quality of construction works and built-in materials; 
    10. In collaboration with the contractor contribute to the development of technical solutions for any issues that may arise during the execution of construction and installation works on site;
    11. Review requests for additional and unforeseen works as well as other changes of original design documentation, assess their justification, and provide recommendations;
    12. Oversee the handover process of the completed works to the end beneficiaries. Ensure that all necessary documentation is finalized and archived in accordance with UNDP procedures.
    13. Ensure that the works are completed within the contracted deadlines.

      Minimum Qualifications of the Successful NPSA Min. Education requirements

    14. Advanced university degree (master’s degree or equivalent) in civil engineering, architecture or similar professional fields from a recognized university is required or 
    15. A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. Min. years of relevant work experience 
    16. Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
    17. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in the relevant field of civil engineering, architecture or similar professional fields. Experience, Knowledge and Skills 
    18. Excellent computer skills with the ability to effectively utilize information technologies as tools and resources Desirable Criteria
    19. Professional experience in (re)construction of public buildings and infrastructure.
    20. Experience in working in complex and large infrastructure and/or civil works, particularly in the field of technical documentation development as well as construction supervision.
    21. Excellent and proven experience in dealing with contractors and local partners.
    22. Experience within the area of preparation, implementation and monitoring of (re)construction projects; methodological and calculation skills.
    23. Experience working in an international setting will be considered an asset.
