BACKGROUND

In Cameroon, the governance of migration and reintegration remains fragmented, with no national migration policy and no standardized national reintegration reporting mechanism. As highlighted in the Migration Governance Indicators – Cameroon Profile 2020, migration data is not systematically collected, harmonized, or updated, and interministerial coordination is limited. 

The RRR Project, funded by the European Union, aims to address these gaps by strengthening evidence-based migration governance, improving reintegration coordination, and supporting the Government in establishing structured mechanisms for data-driven decision-making. Within this framework, the project seeks to:

Support the creation and operationalization of Strategic and Technical Working Groups on reintegration governance; Facilitate the development and progressive validation of a National Reintegration Report (NRR) as a foundational reference document; Strengthen stakeholder mobilization, data flows, and analytical capacity across ministries and partners.

To achieve these objectives, the RRR Project requires a short-term Reintegration Assistant – Data Specialist who will consolidate indicators, generate analytical evidence, coordinate ministerial contributions, and provide the technical and organizational support needed for the Government and partners to progressively endorse and adopt a National Reintegration Report.

PURPOSE OF THE ASSIGNMENT

Under the direct supervision of the Senior M&E (Development), and in close coordination with the Head of Program, the Data Specialist will ensure a coherent, evidence-based and inclusive approach to reintegration data and governance.

To generate, structure and present evidence that supports the Government and partners in validating and adopting a National Reintegration Report, while establishing the Strategic and Technical Working Groups and coordinating all relevant stakeholders.

A. Evidence Generation & Indicator Framework

Develop an indicator framework for reintegration at national level, drawing from: MGI indicators and governance gaps  Existing M&E tools (IOM, Government, donors). Gather quantitative and qualitative data from: MINREX, MINAS, MINEPAT, MINEFOP, DGSN, CNDDR, and partners. Prepare data visualizations, analysis notes and synthesis dashboards. Produce a draft analytical package demonstrating why the National Reintegration Report is needed.

B. National Reintegration Report – Development & Advocacy

Draft the structure, methodology and content outline of the NRR. Develop advocacy materials (briefs, talking points, technical notes) to promote acceptance of the NRR. Support Government focal points in reviewing, commenting and progressively endorsing the NRR structure. Facilitate bi-lateral consultations with key ministries to secure political buy-in.

C. Strategic & Technical Working Groups (WG)

Map existing interministerial platforms and identify where the WG can logically fit. Develop Terms of Reference for both the Strategic WG and the Technical WG. Support the Government to formally establish the WGs (letters, decrees, memos, invitations). Organize, document and follow up WG meetings (agendas, minutes, action points). Produce a roadmap for WG operations and linkages with the future NRR.

D. Stakeholder Mobilization & Coordination

Identify and map all relevant partners (ministries, UN agencies, NGOs, research institutions). Ensure regular communication flow to maintain engagement. Consolidate all contributions received and maintain an updated contact database. Support alignment of partner initiatives with the NRR and WGs.

E. Reporting & Knowledge Management

Produce monthly technical reports and briefings for the Reintegration Officer. Document all meetings through minutes, attendance lists and action logs.

Develop a final Roadmap for National Reintegration Data Governance including sustainability options

EDUCATION 

High school diploma with five years of relevant experience; or, Bachelor’s degree in Social Sciences, Statistics, Public Administration, Migration Studies, Development Studies, or related field from an accredited institution with three years of relevant professional experience

EXPERIENCE

Minimum 2 years of experience in research, data management, monitoring & evaluation, or governance coordination. Experience working with government stakeholders is an asset. Familiarity with migration governance frameworks (e.g., MGI, MiGOF) is an advantage

SKILLS

Strong analytical and drafting skills. Ability to facilitate interministerial dialogue. Excellent data organization and synthesis capacity. Strong communication and advocacy skills.

LANGUAGE

For this position, fluency in English, French is required (oral and written).
