Terms of Reference1. General Background
UNHCR works in some of the most fragile contexts where conflict and climate vulnerabilities meet, where millions of people are displaced and in urgent need of assistance and protection. We are working to ensure that our operations are climate-smart, resilient and environmentally sustainable – be it through community-based preparedness for climate shocks, access to renewable energy, settlement planning and housing or reforestation programmes in support of refugees and their hosts – as well as distributing greener products.
The Special Advisor on Climate Action plays a critical role within UNHCR, providing strategic guidance, oversight, and expertise to shape UNHCR's climate action agenda. The Associate Reporting Officer will be an integral part of a team that supports the Special Advisor in advancing UNHCR's involvement in climate action. This includes coordinating relevant initiatives across the organization and serving as a global advocate for UNHCR's efforts in this field.
2. Purpose and Scope of Assignment
-Keep abreast of developments related to climate action to prepare appropriate briefings and reports.
-Draft regular updates on climate action for internal and external audiences, including media.
-Participate in annual reporting and planning process.
-Support accurate and attractive data presentation for climate, including maps.
-Coordinate closely with the Global Communications Service on climate-related content and media engagements.
-In close coordination with the Global Communications Service, support the implementation of communications strategies.
-Contribute to the development of content to lead the narrative on climate and forced displacement and show UNHCR’s impact (e.g. interviews, press releases, flagship reports, speeches).
-Assist in the preparation of briefing notes and presentations for senior staff.
-Perform other duties as required.
3. Qualifications and Experience
a. Education (Level and area of required and/or preferred education)
-Degree in Environmental Studies, International Relations, Political Sciences, Law, Refugee/Migration Studies, Communication, or other relevant field.
b. Work Experience
-Minimum of 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree
c. Key Competencies
Essential
-Excellent communication abilities with strong interpersonal and negotiation skills.
-Excellent command of English (written, oral, comprehension) and highly developed drafting skills.
-Experience in conducting, participating in and reporting on meetings, and drafting reports.
-Demonstrated commitment or strong interest in climate change, the environment and sustainable development.
-Demonstrated commitment or strong interest in migration and/or displacement.
-Ability to work in a self-driven, detail- and solutions-oriented manner.
-Strong computer skills (MS Word, Excel and PowerPoint essential).
Desirable
-Data visualization skills.
-Experience in the UN Common System in reporting, communication or external relations.
-Knowledge of French or other UN language.
