For more information on the Department, and how we make an impact on the world in enabling the achievement of SDGs, visit: https://www.un.org/undss/ The Associate Programme Officer will report directly to the Principal Security Adviser (PSA) through the Chief of SIOC, with functional interaction with the Executive Office (EO), Division of Field Operations (DFO), and Resource Management Unit (RMU) at UNDSS Headquarters and Saving Lives Together (SLT) partners. The incumbent will manage complex, multi-partner, and multi-funded security-related programme activities in Afghanistan, providing technical leadership, high-level project oversight, and strong financial stewardship. The post is presently located in Kabul, Afghanistan and this duty station has been designated by the International Civil Service Commission as \"E\" hardship and non-family duty station. ResponsibilitiesWithin delegated authority, the Associate Programme Officer will be responsible for the following duties: • Provides support in the effective management, development, implementation, and evaluation of all Afghanistan-based security projects funded through extra-budgetary resources, including recruitment of personnel, procurement of allocated resources, monitoring of implementation, and quality assurance of outputs. • Provides support in the resource mobilization documents, project proposals, and funding submissions, ensuring alignment with UNDSS Afghanistan strategic priorities. • Monitors delivery of outputs and progress of implementation of activities in accordance with project agreements, logical frameworks, and work plans, ensuring quality of outcomes and proposing amendments as required. • Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends. • Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies. • Provides administrative and substantive support to consultative and other meetings, conferences for UNDSS Afghanistan, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc. • Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities. • Participates in field missions, including provision of substantive and administrative support, data collection, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required by the Chief of SIOC and or the PSA. EducationAdvanced university degree (Master’s degree or equivalent) in business administration, management or communication and/or law A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Job - Specific QualificationTraining in project management is desirable. Training in data analytics is desirable. Work ExperienceA minimum of two years of progressively responsible experience in project/programme management, finance, administration or related area is required. At least one year of relevant experience in high-risk, conflict or post-conflict duty stations in the Central Asia region is desirable. Experience in managing large security budgets in an international organization is desirable. Experience in data analytics is desirable.
