The overall objective of UNEP's Climate Change Division is to deliver effective strategic guidance and high-impact action in support of the transition towards climate stability. Its work is guided by ambition, innovation, credible science, and alignment to global climate goals and needs of individual countries. The Climate Change Division works with Members States and Partners to accelerate and support a just transition by addressing climate change mitigation and adaptation through enhancing implementation capacity, provision of data information and knowledge, access to finance and technology, and building resilience. It promotes sustainable development and effective policies for climate stability; support action so that countries progress on decarbonization, dematerialization, and resilience pathways in line with their climate commitments, aspirations, and needs; and foster transparency in reporting. The post is located in UNEP's Climate Change Division, Mitigation Branch, Global Environment Facility (GEF) Climate Mitigation Unit, in Nairobi duty station. Under overall supervision of the Senior Programme Management Officer and direct supervision of the Programme Management Officer, the incumbent will be responsible for the following duties: ResponsibilitiesProvide substantiative and administrative support to the management of the GEF Climate Change Enabling Activities Portfolio by: • Participate in project inception meetings and Steering Committee meetings to support project implementation readiness and sound and timely project implementation. • Supports in the regularly monitor project progress and performance and troubleshooting projects at risk. Informing management of any significant risks or project problems and taking action and following up on decisions made. • Assist in analyzing the quality of the projects outputs and coordinating support to improve their quality when necessary. • Provides substantive support to project execution and in doing so ensuring that all UNEP and the GEF criteria rules and regulations are adhered to by project partners. • Coordinates reporting by project executing partners and assists in providing prompt feedback on the contents of the report and consolidate progress reports, terminal reports and participate in evaluation for projects. • Provides administrative support in maintaining adequate project-related documentation. • Contributes to the adaptive management of projects under implementation. • Assists with the preparation of project revisions, ensuring that project revision documentation is complete and in accordance with the GEF requirements. • Provides substantive support for project(s) undergoing mid-term reviews and/ or terminal evaluations in accordance with Global Environment Facility (GEF)/UNEP guidance and in coordination with the Evaluation office. Provides substantive support the Conceptualization and Development new Climate Change Enabling Activity project proposals: • Contributes to UNEP's climate change enabling activities portfolio strategy. • Contributes to the identification and development of new Enabling Activities concepts and project proposals based on the expressed needs of countries and relevant intergovernmental decisions. • Contributes to discussions of new concepts with their supervisor. • Coordinates consultations with UNEP's divisions and regional offices as necessary. • Provides substantive support in the presentation of concepts and projects for approval to the Concept Approval Group and projects at the Project Review Committee. • Assists in addressing UNEP, the GEF Secretariat and Scientific and Technical Advisory Panel reviews and ensures that recommendations are considered in further project development by the executing agency. • Coordinates with the Fund Management Officers in supporting the internalization of project preparation grants and project documents upon the GEF's approval. • Assists with maintaining close communication and relations with relevant government officials, international research organizations, UN agencies, the GEF, governments and UNEP collaborating centers on climate change enabling activities. • Assists with guiding consultants and government agency officials in developing new climate change enabling activity project proposals to match the objectives and decisions of United Nations Framework Convention on Climate Change and the GEF with the needs of the countries. • Contributes to advising Governments on emerging GEF climate change enabling activity issues to enable them to identify their needs and requirements for project proposals Participate in UNEP and the GEF corporate tasks: • Contributes to Council document reviews as needed. • Participates in UNEP and the GEF-related meetings. • Contributes input on UNEP and the GEF policy and information documents as necessary. • Provides substantive support to UNEP and the GEF corporate evaluations. • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Perform other duties as required CompetenciesPROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to Climate Change enabling activities or other related field. EducationAn advanced university degree (Master's degree or equivalent) in Engineering, Management, Development, Environment, Economics, Energy or Climate Change related field is required. A first-level university degree in the relevant field in combination with two (2) additional years of qualifying experience maybe be accepted in lieu of the advanced university degree. Work ExperienceA minimum of two (2) years of progressively responsible experience in climate change transparency project management is required. A minimum of two (2) years of experience in managing a portfolio of projects (concurrently managing four or more projects) is required. Experience in engaging with government institutions in Least Developed Countries and Small Islands Developing States is required. A minimum of two (2) years of experience working on climate change enabling activity projects in developing countries is required. Experience with Global Environment Facility (GEF) projects is desirable. 1 year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).
