Associate Field Security Officer, Administration - GL C - Defined Duration until December 2027 (French desirable)

The Administration Team ensures that:

• The Global Fund (TGF) administration is aligned with the organizational strategy and priorities;
• The management of administration services is based on effective policies for facility management, travel, conference management, asset management and security;
• Administration services are delivered in a timely and efficient fashion in support of the Global Fund vision and mission.

The Administration Team provides the overall vision and leadership for strategic administration resources management and provides appropriate information and measures for staff safety and security and support the HR Department for health and safety at work.
As part of this mandate, the security and safety team is highly critical to safeguarding the organization and its staff both at the Global Health Campus (GHC) and when travelling on mission, particularly at times of increasing threats in ensuring that adequate security and safety policies and procedures are in place and implemented in order to minimize risks and liabilities for the organization.

Under the oversight of the Senior Security Officer (SSO), the Associate Field Security Officer is responsible for providing support to ensure that the organization applies best standards and processes in respect to Duty of Care vis-à-vis its staff and the protection of the organization.
This function falls under the Global Fund obligation to build a broad culture addressing the health, safety, security and well-being of employees and other related collaborators to the business. To do so, the organization is expected to develop and deploy appropriate travel risk management approaches to protect people from possible harm.

Key Responsibilities

Reporting to the Senior Security Officer, Administration, the Associate Field Security Officer will support the Senior Security Officer in:

Security and Risk management

  • Preparing forecasts of the evolving security environment as well as security and operational responses, using analytical techniques and collaborative team research, support in planning and ensuring awareness of the current trends to enhance or adjust security programs.
  • Developing inclusive risk management strategies and drive planning using situational awareness, critical thinking, and logic to detect and interpret early signals, emerging trends and analysis of multi-dimensional threats that may impact security. Identifying the strengths and weaknesses of different solutions, conclusions, or approaches to problems.
  • Preparing and implementing security planning, security risk management documents and risk management-based security solutions through innovation and creativity. Providing written analysis of security trends and reporting of incidents. Participating in meetings and committees, preparing papers on security issues, delivering briefings and providing responses as needed.
  • Developing and implementing a strategic security framework tailored for field operations, reflecting TGF's global health mission and unique operational contexts.
  • Conducting security surveys and assessments, creatively leveraging tools and processes, identifying and recommending simple, reasonable, inclusive, effective and efficient security measures, including when there is incomplete, contradictory and/or fluid information.
  • Implementing and maintaining a functioning Security Communication System.
  • Travel security management of day-to-day TGF field missions.

    Training and Capacity Building:

    • Collaborating with the Associate Security Officer to develop specialized training programs for TGF staff and contractors on field security, emphasizing the unique challenges of working in various global landscapes.
    • Facilitating capacity building among local and international partners to enhance field security.

      Emergency Response and Crisis Management:

      • Under the supervision of the Senior Security Officer, ensuring the development and implementation of emergency response plans specific to field operations.
      • Playing a pivotal role in TGF's crisis management team, focusing on rapid and effective response strategies in field emergencies.

        Collaboration and Networking:

        • Collaborating closely with peers and colleagues, non-governmental organizations, diplomatic missions, and Host Government representatives.
        • Strengthening awareness and capacity of personnel by supporting the development, updates and delivery of contextually relevant security training and advice.
        • Building and maintaining strategic relationships with international and local security agencies, NGOs, and other relevant stakeholders.
        • Representing TGF in various security forums, enhancing the organization's presence and partnerships in global security.

          Security Technology and Innovation:

          • Leveraging technology and innovation to enhance security measures in field operations.
          • Staying abreast of the latest security technologies and practices relevant to global health and apply these to TGF's operations.

            Monitoring and Reporting:

            • Regularly monitoring and evaluating the effectiveness of security measures in place.
            • Assisting in building and enhancement of a robust Safety and Security framework in line with the concept of Duty of Care and related moral and legal obligations of the Global Fund Secretariat, to its employees and contractors, and to maintain their security and safety when working in the field.
            • Assessing risks and threats to the security of TGF, staff and consultants, applying recognized methodologies, and recommend the appropriate operational and technical measures to the Senior Security Officer;
            • Proposing, drafting, and implementing The Global Fund field security measures.
            • Organizing and conducting periodic assessments of security measures and equipment. Advising on gaps in security preparedness and recommending improvements and solutions. Ensuring procedures are updated in line with evolving travel tendencies;
            • Supervising the security providers, providing daily guidance, and conducting performance evaluations.
            • Under the supervision of the Senior Security Officer, coordinating the initial response to security incidents and escalate when required. Analysing and making recommendations based on lessons learned. Drafting detailed reports and keeping relevant statistics reflecting the security situation globally, including accidents and incidents.
            • Conducting risk assessments and consolidate recommendations to minimize health and safety at work issues, accidents and injuries and support HR for the production of reports;
            • Assisting the Senior Security Officer in travel security matters including the approval processes, mission planning and other field security activities.
            • Supporting the Global Fund’s response in case of crisis and emergencies related to security, in line with the Crisis management plan;
            • Acting as Officer In Charge for travel security in the absence of the SSO.
            • Assisting in the management of the GHC security.
