Org. Setting and ReportingThis temporary position is located in the Economic Commission for Europe, Environment Division, Transboundary Cooperation Section, Industrial Safety Unit. The Associate Economics Affairs Officer reports to the Head of the Industrial Safety Unit and Secretary, Convention on the Transboundary Effects of Industrial Accidents. This position is temporarily available for an initial period of three (3) months, with possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. ResponsibilitiesUnder the general supervision of the Chief, Transboundary Cooperation Section, and the direct supervision of the Head of the Industrial Safety Unit and Secretary to the Industrial Accidents Convention, the incumbent provides support to the planning, implementation and monitoring of the work under the Industrial Accidents Convention. In particular, the incumbent will be responsible for the following tasks: Industrial and mine tailings safety analysis: • Collects, evaluates, interprets, analyses specified statistics and qualitative socio-economic information obtained from a variety of sources and pertaining to industrial and mine tailings safety. • Maintains databases and organizes non-quantitative information. • Prepares briefing notes, inputs to speeches and similar material on industrial and mine tailings safety issues in a form that is meaningful to non-specialists; • Prepares first drafts of country or regional components of analytical studies on industrial and mine tailings safety issues and policies. • Assists in the organization and servicing of expert group meetings, seminars, etc on development issues. Intergovernmental support to the Conference of the Parties and Convention’s subsidiary bodies: • Prepares inputs for reports to intergovernmental bodies. • Follows intergovernmental meetings and prepares summary reports and similar material. • Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings. • Assists in the organization of panels, round tables etc on industrial and mine tailings safety issues for inter-governmental processes. Technical cooperation: • Compiles and analyses the data and other information necessary for the preparation of technical cooperation project proposals in the area of industrial and mine tailings safety. • Prepares documentation for technical cooperation programmes and projects. • Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects. • Monitors, backstops and assesses the implementation of technical cooperation programmes and projects on industrial and mine tailings safety. General: • Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services; • Undertakes on-the-job and other training activities, both internally and externally. • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. Work implies frequent interaction with the following: Staff within work unit/section and peers in UNECE; staff of other international organizations and UN country teams working on related issues; officials and experts in government institutions, academics and representatives of civil society, both NGOs and the business community. EducationAdvanced university degree (Master's degree or equivalent degree) in environmental management, natural or social science, legal affairs, international relations, or related field. Work ExperienceA minimum of two years of progressively responsible experience in environmental issues is required. Experience in industrial and mine tailings safety is desirable. Experience with multilateral environmental agreements and the servicing of their intergovernmental bodies is desirable. Experience working with countries with economies in transition is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English and Russian are required. Knowledge of another UN official language is desirable.
