Background
The overarching objective of the Government Unit for Accelerating Citizen-Centric Measures is to empower the government to implement targeted policies and interventions that significantly enhance the quality of life for Serbia’s citizens while advancing the Sustainable Development Goals (SDGs). Serbia is steadfast in its commitment to sustainable development, recognizing that modern governance depends on clear communication, strong public trust, and efficient protocol management.
To further these goals, the Integral Development Program has been launched as part of the comprehensive development plan for 2027, aligning with the upcoming World Exhibition in Belgrade. This program aims to redefine development across Serbia, fostering innovative resource use by promoting stronger interconnections among sectors such as tourism, culture, agriculture, and gastronomy. It focuses on various dimensions of development - economic, demographic, ecological, and social - while empowering regions to leverage their comparative advantages. The strategy includes establishing the National Coordination Body for Integral Development and the national platform Serbia Works to oversee priority projects.
The Analyst for Integral Development shall play a key role in advancing these initiatives, ensuring effective coordination of tourism investment projects, addressing critical challenges, and driving strategic oversight. This position contributes to Serbia’s long-term competitiveness by facilitating timely execution of development efforts, strengthening cross-sector collaboration, and positioning the country favorably on the global stage.
Duties and Responsibilities
Provide expertise to the” Government Unit for Accelerating Citizen-Centric Measures” project
- Analyse various policy options and courses of action related to specific projects, assess risks, and develop recommendations for action.
- Provide policy advice and recommendations to enhance intersectoral collaboration and sustainable economic growth.
- Lead the coordination and process on resource allocation to maximize project impact and sustainability.
- Provide technical support in developing and implementing local governance programs using systems thinking, human-centric approaches, and innovative governance tools.
- Develop and oversee implementation plans, ensuring alignment with national and regional development goals.
- Identify and address potential bottlenecks in project execution, ensuring timely resolution of challenges.
- Facilitate discussions on key country-specific issues that can be aligned with Integral Development Program.
- Ensure high-level alignment between national development priorities and project objectives.
- Conduct impact assessments and prepare reports on project outcomes, ensuring data-driven decision-making.
- Prepare reports and analyses on the impact of the Integral development project, ensuring timely and effective implementation of project activities and economic landscape.
- Maintain regular contact with beneficiaries to ensure the relevance and quality of project outputs.
- Support the integration of digital tools and innovative solutions to enhance project monitoring and evaluation.
Provide advisory and guidance to government partners
- Facilitate coordination among team members and stakeholders to ensure seamless establishment of the National Coordination Body for Integral Development and the national platform Serbia Works.
- Provide advisory and guidance services to government partners on Integral Development programme including the Ministry of Commerce, BIDA, local think tanks, and private sector associations, ensuring alignment with project objectives.
- Act as a key liaison between different line ministries, implementation agencies, and other stakeholders to maintain good cooperation and coordination.
- Organize and actively participating in working groups focused on the development of the tourism industry sector, contributing expertise and insights to drive sectoral growth.
- Maintain communication with stakeholders within the Government of Serbia who are responsible for tasks pertaining to the project’s scope of work.
- Maintain cooperation and communication with the project’s partners and beneficiaries on implementing the agreed activities, especially for the events, trainings, and workshops.
- Maintain regular contact with beneficiaries to ensure the relevance and quality of project outputs.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Network with partners and beneficiaries:
- Maintain communication with stakeholders within the Government of Serbia who are responsible for tasks pertaining to the project’s scope of work.
- Maintain cooperation and communication with the project’s partners and beneficiaries on implementing the agreed activities, especially for the events, trainings, and workshops.
- Identify key stakeholders and develop workshops on Integral Development programme.
Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s).
· Organize training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia.
· Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.
· Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues. Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge.
