    SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

    About the mission

    SOLIDARITÉS INTERNATIONAL has resumed its programs in Afghanistan in December 2021 and has initially established a presence in Bamyan, Kapisa, Wardak and Kabul provinces. As of today, activities are implemented in Bamyan, Nimroz, Farah provinces as well as in Kabul. Operational bases are in Zaranj (capital of Nimroz Province) and Bamyan, capital of Bamyan Province.

    Following a scale up over the course of 2023, the team is now made of 130 national and 10 international employees with an annual budget of around 5,5 M EUR. SI currently implements integrated FSL and WASH programs and aims at scaling them up in 2025. There are currently 3 grants under implementation:

  • BHA: in Bamyan and Nimroz, focusing on WASH and FSL with a MPCA components allowing cash distribution further to shock (returnees in Kabul, Flood affected population in other intervention areas); this project is in consortium (Mercy Corps and MEDAIR), MEDAIR being the lead). one top up under finalization.
ECHO: currently a top up focusing only in Nimroz and Farah provinces after a first year of activities in Bamyan and Kapisa. This project is mainly focusing on wash activities, including the usual package (wash facilities, Hygiene promotion, acces to water through wells). CDCS: covering Wash and FSL sectors in Farah province, top up under finalization.

Forecast for end of 2024 are AHF through the NFI and shelter cluster further to a previous project funded by AHF in winterization. Wash and FSL cluster are as well targetted.

For 2025, the main stake will be first to keep the current positionning with CDCS, AHF, BHA and ECHO (existing main donors) with new funding, as well as new on going positioning with INTPA in consortium (one CN already submitted).

About the job

GENERAL OBJECTIVES The ERT Coordinator position will oversee a new returnees response project across border points within an INGOs consortium of 4 members including SI (pending donor approval). Within the consortium, SI will be responsible for implementing the WASH emergency response at different border points along both Afghanistan-Pakistan and Afghanistan-Iran borders.
The ERT coordinator will be overseeing program, finance, HR, and logistics emergency teams. This role will ensure that the returnees project is implemented in an efficient and compliant manner according to the evolving needs.
The ERT coordinator will be working closely with department coordinators to ensure that finance, HR, and logistics operations are compliant, optimized and adapted to meet evolving challenges, and ensure that all staff adhere to Solidarités International's standard operating procedures, while contributing to the mission's overall strategy.
The ERT coordinator will be responsible for coordinating the returnees WASH response with the INGOs consortium leads, in coordination with IOM national and sub-national border consortia

ISSUES AND SPECIFIC CHALLENGES Align the returnees response as the context evolves, and maintain flexibility to respond to shifts in priorities in collaboration with the consortium members and key stakeholders involved in the returnees response, including all programmatic and logistical implications.
Develop the emergency team competency: mentor newly recruited team members to ensure they fully master their roles and responsibilities, ensuring operational excellence across the emergency response.

PRIORITIES ON THE 2-3 FIRST MONTHS Recruitment and onboarding of the Emergency response team, and visiting the main border points across both Iran and Pakistan borders.
Development of key programmatic and logistical plans necessary to start the border returnees response in line with the project design and requirements and in coordination with the consortium members and key stakeholders involved in the returnees response.
Ensure systematic gender inclusion into all aspects of the project, ensuring that gender considerations are consistently addressed and embedded in decision-making, programming, and staffing.

SECURITY CONSTRAINTS The security situation in Afghanistan remains unstable and unpredictable. Although the Taliban took control in 2021, ending the previous conflict, groups like the Islamic State Khorasan Province (ISKP) still pose significant threats, especially in cities like Kabul. The Taliban’s policies, including restrictions on women, have drawn international criticism. Foreign organizations face increasing administrative barriers, and there has been few raids on compounds in recent months.

Your profile

DIPLOMAS AND EXPERIENCE Master degree in humanitarian field appreciated. Strong previous experience in emergency programing is valued more than academic qualifications.

Experience in the humanitarian sector : 3-4 years Experience on a similar position : 0-2 years

1. Strong management skills 2. Technical knowledge of at least 3 of the support departments (Program, MEAL, HR, Finance, Logistics) 3. Understanding of compliance and donor procedures 4. Knowledge and understanding of 2 of the 3 softwares used in support department (HOMERE / SAGA / LINK).

SI will offer you

A salaried position:
According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 600.

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS: Living conditions in Kabul are generally comfortable, with access to essential goods and services. Alcohol consumption is prohibited in Afghanistan. While the security situation can be tense at times and travel may be restricted, social life is possible with access to restaurants, other NGO compounds, and even sport classes.
Living conditions in the field are more basic, with harsher weather conditions and greater isolation. Security levels can vary by region, with some areas having less restrictive measures. Both men and women are expected to dress according to local cultural norms, including women wearing long clothes and a headscarf in public spaces.
