i. Background

Questscope Overview

Questscope for Social Development in the Middle East is an international non-governmental organization established in Jordan in 1993 for social development with disadvantaged youth in the MENA region. For more than twenty years we have piloted and scaled-up out-of-the-box innovations with disadvantaged young people to improve their lives, strengthen institutional responses, and change governance and policy towards them. We have extensive experience in working at the human scale, a level at which individuals envision change for themselves and acquire the ability to promote changes in the systems/structures that affect them.

UNFPA/ QS Za'atari Camp Youth Center “A Space for Change”

Questscope's strategy for youth programming in Jordan is built upon cultivating leadership by refugee and Jordanian women and men to equip them to thrive under restrictive circumstances and transform the lives of their communities. In Za'atari Camp, the Questscope-UNFPA Youth Center vision is to introduce methods for sustainability both for individuals and for the programs that support the center and the wider community in the camp, particularly under the circumstances of uncertain funding. In this way, QS will build the capacities of beneficiaries in order to support their financial and income security, aiming at activating the role of youth in changing and raising awareness in their communities in order to achieve these broader goals. One of the major project objectives is to support sustainable, youth-led development that empowers Syrian refugee youth and capitalizes on their assets.

The Youth Center serves 250-300 Syrian youth per day through sport, art, educational, psycho-social support, and cultural enrichment activities. The Youth Center offers gender-based violence (GBV) and reproductive health (RH) training and awareness raising for Syrian youth ages 10-30 in addition to other activities. Over 3000 Syrian youth have been trained in GBV/RH at the Youth Center since its establishment in 2015. The Youth Center is also the hub for the Y-PEER network in Za'atari Camp and hosts Y-PEER training, initiatives, and campaigns.

Since March 2020, when the COVID-19 pandemic spread all over the world, the Youth Center has had to adjust its activities. Questscope was one of the first NGOs that took the initiative to convert Youth Center activities and programs to be online, at first through WhatsApp groups, and then through Zoom and other online applications. Moreover, and with the support of UNFPA, the Youth Center distributed tablets to support youth in the camp to stay connected to activities and programs through online or offline network.

Project Vision

Our vision is to introduce methods for sustainability both for individuals and for the programs that support the center and the wider community in the camp, particularly under the circumstances of uncertain funding. In this way, we will:

  1. Build the capacities of Syrian youth volunteers to support their financial and income security.
  2. Activate the role of youth in changing and raising awareness in their communities to achieve these broader goals.
  3. Create a sustainable model for the Youth Center that aims to develop creativity and innovation, led by youth who are keen to make a change in their community.

Project Objectives

This vision will be achieved through the following objectives:

  1. Support a sustainable, youth-led center that empowers Syrian refugee youth, capitalizes on their assets, and builds capacities of a core team of Syrian refugee youth leaders.
  2. Develop youth’s (volunteers & beneficiaries) capabilities and empower them economically and socially. Integrate them into society and contribute to improving their quality of life through SRHR, GBV and PSS programs by providing safe spaces for youth inside the camp to help them adapt and integrate into their society.
  3. Build strong networks of donors, philanthropists and partners, and support youth-led resource mobilization to ensure sustainability of the center.
  4. Enhance the capacities of Syrian youth volunteers and their managerial skills, so that they have new perspectives toward sustainability, depending on the sustainability plan that has been developed in 2020.

ii. Context

Last year, Questscope developed a Strategic Plan for the sustainability of the Youth Center which supported by UNFPA. The Strategic Plan recognized that, like other NGOs, the Youth Center relies heavily on external funding for its activities. QS management has decided to take action on this matter, to ensure that funding and support continues to be available to the Center, in some form. As such, we will provide the Syrian youth volunteers at the Youth Center with a PMD training to enhance their skills in management and project development, so that they have the capacities needed to implement the 2020 sustainability plan. The training is supposed by UNFPA and aims to cover project management skills, but also training on QS’s initiatives and systems.

iii. Target & Objectives of the PMD Training:

The training is intended for those new to project management, those with experience working in a project-based environment who are looking for a refresher, and for experienced project managers who are new to working in the international development sector.

PMD Objectives:

  1. Train participants on the core theory, vocabulary and phases that constitute best practices in project management for projects in the development sector.
  2. Develop the participants’ competence in delivering projects on time, under budget, and within scope.
  3. Ensure that participants plan, organize, lead and control effectively to achieve what has been proposed and committed in the whole project.
  4. Build and increase the capacity of the selected participants in the project management level.
  5. Ensure that learnings are linked with “Youth Center” programs & initiatives in Za’atari Camp
  6. Learn about the stakeholder power relationships that are unique to projects seeking social, cultural, or normative change.**

iv. Deliverables

● A complete agenda/contents/session of the training, to be submitted at least one week before the start of the training. The content of the training must be designed and aligned with PMD PRO certification program.

● Pre & post-assessment from all participants of the training.

● A complete package of training material that may be provided to the participants.

● The Trainer will facilitate preparation of training follow up and action plan.

● A comprehensive training report on the agreed format, within 10 days after the completion of the training.

● The trainer will deliver the training at a venue arranged by Questscope, or online.

● The trainer will make 3-5 follow up sessions after the training.

All deliverables to be approved by UNFPA and QS teams

All deliverables will be in Arabic except the training report which will be in English

v. Roles and responsibilities

The Trainer will:

  1. Discuss and agree with Questscope on the final training package, content, and deliverables.
  2. Develop the training contents and the program for the entire duration of the training period and link the participants with the PMD pro certification program.
  3. Design an appropriate training process that leads to the desired results.
  4. Propose the most appropriate training methodology for effective delivery of the assignment.
  5. Satisfactorily facilitate the training sessions and ensure active engagement of all the participants.
  6. Share relevant training materials and provide any resource materials for further reading and reference.
  7. Design a questionnaire for pre and post-test (to be used before and after the workshop) for workshops to gauge the level of understanding of the participants about the topics discussed in the training workshop.
  8. Design an exam to evaluate participants’ understanding of project management.

vi. Qualifications

The resource person/trainer should possess following qualifications and expertise:

  1. PMD Pro certified and active membership
  2. Proven experience of conducting trainings on project management for NGOs/CBOs in Arabic
  3. Advanced university degree in social sciences/development science.
  4. Strong communication, analytical and drafting skills, both oral & written.
  5. Excellent inter-personal communication skills
  6. Advanced ability to work within multi-cultural setting.
  7. Flexibility to adjust to rapidly changing situations (Field and office work)
  8. Ability to work independently and proactively.
  9. Prior work experience with refugee youth (preferred)

Language requirements: (for writing reports)

  1. English: writing
  2. Arabic: Fluent speaking and writing

vii. Questscope Roles:

  1. Facilitate outreach to Syrian youth volunteers for the training/workshop, provide access to existing materials and training modules.

  2. Provide logistical support for the duration of the trainer expert including permission to enter Za'atari and transport to and from the camp.

  3. Review the manual and workshops, activities, and the impact for PMD, and has the right to edit or add.

Requirements:

Trainers responding to this RFP/TOR must submit a comprehensive proposal as indicated in V. roles and responsibilities section above as and breakdown of fees for the task indicated excluding transportation expenses as we will provide a transportation from/to Zattari camp and other work necessary for the completion of the task. The fee should be inclusive of charges, in addition the fees will be subject to 5% income tax deduction **

4. Payment Method.

The payment will deliver it in full after submitting the original invoices in 30 working day and after completion assigned tasks.
