ITC is currently implementing the JOBS project (Jobs and entrepreneurship Opportunities to Build Sustainable inclusive Development) to contribute to sustainable development by addressing key issues such as unemployment, limited economic diversification and weak governance and the BEIT project (Building Equitable and Inclusive Transformation) to foster decent work and affordable housing About JOBS that stand for “(Jobs and entrepreneurship Opportunities to Build Sustainable inclusive Development”: The Jobs and Entrepreneurship Opportunities to Build Sustainable Inclusive Development (JOBS) project, the second phase of the European Union (EU) funded “Strengthening the Agriculture and Agri-Food Value Chain and Improving Trade Policy (SAAVI)” project, aims to contribute to sustainable development by addressing key issues such as unemployment, limited economic diversification and weak governance. It seeks to enhance economic inclusion and access to decent employment by strengthening MSMEs in priority sectors, supporting youth, women, displaced persons, and other vulnerable groups. Building on SAAVI’s achievements, including WTO accession support, JOBS emphasizes sustainable, inclusive growth through MSME capacity building, market linkages, domestic reforms, and digital trade solutions. About BEIT that stand for “Building Equitable and Inclusive Transformation”: This project is co-implemented by UN-Habitat, the International Labour Organization (ILO), and the International Trade Centre (ITC). It aims at fostering decent work and affordable housing. This multifaceted initiative encompasses integrating employment-intensive investment and local resource-based approaches into Iraq's National Public Works Programme, enhancing capacity for sustainable and affordable housing, promoting trade-led private sector engagement in climate-smart construction, and empowering social partners for better labour market outcomes. Through these components, BEIT focuses on gender and sustainable financing, developing sustainable financial tools and legislative frameworks, forming SME cluster alliances, and fostering social dialogue and capacity building among social partners, all to address housing challenges, create jobs, and support SMEs while mitigating climate change impacts in the housing sector. Description of Duties/Responsibilities Under the direct supervision of the Senior Advisor, Youth and Trade programme, and in close coordination with the Youth economic empowerment national coordinator in Iraq, the international consultant will undertake the following tasks: IRAQ/ITC HQ • Engage HQ partners and field implementing partners and stakeholders in Iraq to support the development and implementation of social and economic inclusion projects. • Documented engagement with internal and external project stakeholders, and documented contribution to project documents and activities including Monitoring and Evaluation o Facilitate regular consultations and briefings for WYVC Section Teams involved in Iraq o Coordinate the engagement and field liaison of the WYVC Section Teams involved in Iraq o Ensure a documented follow-up of activities undertaken by implementing partners as needed. o Schedule meetings with partners and internal coordination meetings as needed o Prepare presentations and facilitate meetings as needed o Enrich projects’ documents based on the consultations with the wider team. o Document contributions to ongoing activities. o Contribute to the development of projects and project documents. o Contribute to Monitoring and Evaluation efforts to ensure systematic tracking of progress, evidence based reporting, and continuous learning across Iraq as needed. • Documented contributions to Access to Finance activities in Iraq o Facilitate internal consultations across ITC -including Legal and Financial Management departments- on Access to Finance o Under ITC in Iraq portfolio, contribute to the Access to Finance activities and assist in overseeing the implementation of the developed pilot in close coordination with identified implementing partners and team members o Facilitate potential national and international partners’ engagement as needed • Developed ITC in Iraq TVET offering and documented contributions to Training and Training of Trainers activities • Facilitate internal -and external if needed- consultations across ITC on TVET agenda for Iraq • Finalize the drafting of the initial TVET offering for ITC in Iraq • Produce, as needed, publications/policy recommendation on the role of TVET in Iraq Investment Promotion and FDI attraction efforts • Develop a concept note for TVET pilot on AgriTech / soilless agriculture in Iraq • Engage with implementing partners and support curriculums and modules creation, development, and revision • Communication and Administration-related engagement with Field Officers, Implementing Partners, and Service Providers • Ensure implementing partners’ adherence to ITC Standards and Regulations, • Contribute to achieving BEIT O3.3 communication plan and JOBS ER4 communication as needed • Draft and revise admin-related documents as needed The consultant is obliged to provide full access to ITC external and internal auditors to documents and information.
