Project Context and Scope

In the framework of a Canadian fund project, \"Jordanian Special Operation Forces (JORSOF) Female Accommodation Building (FAB)\" IOM will be conducting a study on the operational benefits and long-term impact of providing female-specific accommodations and training facilities on the recruitment, inclusion, and retention of female soldiers in the Jordan Armed Forces (JAF)/ JORSOF. The findings of the study will contribute to enhancing JORSOF's capacity to conduct security operations by integrating and promoting the participation of female soldiers.

The study will also focus on assessing how the project contributed to Jordanian efforts in the implementation of the United Nations Security Council resolution 1325 on Women, Peace and Security and objectives outlined in the Second Jordanian Action Plan (JONAP) for the implementation of UNSR 1325 for the period 2022–2025. In addition to human rights and rights-based approaches, in line with the UN Human Rights Due Diligence Policy (HRDDP). By adhering to this policy, the assessment will evaluate gender inclusivity and the alignment of females’ participation in the armed forces with human rights standards.

Comprehensive assessment of the impact and the operational benefits of FABs (Female Accommodation Building) on Female Soldiers' Recruitment, Inclusion, Rotation, and Retention:

  • Analyze the recruitment rates of female soldiers and deployment factors to different serving locations.
  • Analyze the retention rates of female soldiers and factors influencing their career longevity
  • Assess the inclusivity and support systems for female soldiers within the JAF.
  • Assess the FAB design impact by evaluating the experience of women utilizing the FABs and the extent to which these accommodations address their specific needs.

    Assessing Alignment with HRDDP and UNSCR 1325 Objectives (2022-2025)

    • Conduct evaluations in line with the UN Human Rights Due Diligence Policy (HRDDP).
    • Assess the extent of gender inclusivity and the protection of women's rights within the armed forces especially with FABS located commands.
    • Evaluate the project's contribution to Jordan's implementation of UNSCR 1325 on Women, Peace, and Security, and the objectives of the Second Jordanian Action Plan (JONAP) for 2022–2025.
    • Measure support for gender equality initiatives.
    • Gather feedback on experiences in mixed-gender teams and suggestions for improvement. Performance indicators for the evaluation of results
      • A comprehensive report on the impact of dedicated accommodations on female soldiers' recruitment, inclusion, and retention.
      • Strategic recommendations for promoting gender equality and protecting women's rights within JAF.
      • Final presentation of findings and recommendations to IOM, JAF, and Canadian counterparts.
      • At least two case studies/positive role models to be featured in IOM future communication material, campaign or awareness raising actions.
      • The facilitation of 1-2 workshops designed for data collection and study discussion
      • Facilitation of one workshop for the presentation of findings and recommendations  Education
        • Advanced degree in Gender Studies, Peace and Security, Human Rights, or related fields. Experience
          • Minimum of 8 years of experience in women, peace, and security, particularly in the MENA region.
          • Proven expertise in assessing women’s recruitment, inclusion, retention, and promotion within national armed forces.
          • Strong understanding of human rights and rights-based approaches, especially within the military context. Skills
            • Excellent analytical, research, and report-writing skills. Languages
              • Fluency in English; knowledge of Arabic is an asset. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.   Travel required
