1. General Background :
The Digital Solutions Unit is responsible for the project coordination, delivery and overall maintenance of public-facing UNHCR websites including www.unhcr.org, help.unhcr.org, www.refworld.org as well as other campaign, regional and country sites. Public websites are one of the most important communication vehicles for UNHCR reaching several millions of users annually. The incumbent will execute a range of activities that helps to deliver an excellent user experience across the UNHCR ecosystem of public websites and mobile applications. S/he reports the Digital Solutions team leader.
The Web Project Manager is responsible for ensuring that UNHCR's digital presence projects are well coordinated and delivered according to industry best practices and UNHCR web presence standards. The incumbent ensures a streamlined management of projects from concept to completion, by means of effective planning, delegating, tracking, reviewing and measuring of results. The incumbent works with the other specialist technicians in the Digital Solutions Unit implementing new features and websites and provides peer-level guidance to other team members of design, quality control, presentation, and conformity to standards ensuring that established technical standards are met.

• Regular contact with other digital specialists in the Digital Design, Digital Marketing, Campaigns and E-commerce Units

2. Purpose and Scope of Assignment:
• Manage the Digital Solutions Unit projects portfolio, to ensure delivery of websites and mobile applications in a timely manner and according to priorities and budgets. UNHCR’s web presence is built on Drupal and WordPress, and knowledge of these content management systems and related development technologies is required.
• Coordinate projects for the development and maintenance of new or existing websites, according to specifications and UNHCR web development standards.
• Create and communicate project plans, schedules and budgets. Assign tasks and deadlines, and schedule frequent check-ins with stakeholders. Clear roadblocks and escalate challenge when necessary. Provide project status reports to the team, and effectively assess and evaluate project success.
• Ensure Agile project management methodology is applied throughout the project lifecycles. Schedule project meetings and facilitate daily scrum, sprint planning, sprint demo and retrospective meetings. Manage the scrum process with the coordination of the project teams, including external development or UX agencies. Ensure that the workflow and tasks for the development team and external agencies are prioritized.
• Identify new opportunities for continuous improvement of digital services, and document lessons learned.
• Liaise with other offices and teams in order to plan, coordinate and implement any expansion of UNHCR's digital presence.
• Assist the Senior Digital Solutions Officer in drafting concept notes and project plans relating to digital projects.
• Provide recommendations on policy, guideline issues and strategic technical direction to the Senior Digital Solutions Officer.
• Perform other duties, as required.
3. Monitoring and Progress Controls:
• Projects delivered on time, according to budget and initial scope.
• Projects properly documented in the Projects Portfolio.
4. Qualifications and Experience:
a. Education (Level and area of required and/or preferred education):
• Posssess Bachelor's or Master's degree in Information Technology, Computer Science, Management of Information Systems, Communications, Marketing, Social Sciences or related field
Certificates and/or Licenses (will be considered an asset)
• ITIL V3 Foundation Level;
• Agile Project Management;
• Project Management Professional (PMP) certification.
• Experience working for a UN agency or similar international humanitarian organization (desirable).
b. Work Experience:
• 9 years relevant experience with Undergraduate degree; or 8 years relevant experience with Graduate degree; or 7 years relevant experience with Doctorate degree.
Fields of Education:
• Digital Project Management; Management; Business; Software development; Web Application development; Computer Science; Computer engineering; or other relevant field.
• Experience working for a UN agency or similar international humanitarian organization (desirable).
c. Key Competencies:
Essential Competencies:
• Minimum 6 years of professional experience in Agile web project management
• In-depth knowledge and experience of Agile methodology and frameworks. Strong knowledge of Scrum theory, rules and practices.
• Strong knowledge of the Software Development Lifecycle in a web and mobile applications development context.
• Working knowledge of the Drupal and WordPress CMS.
• Working knowledge of modern web standards, W3C standards and protocols.
• Knowledge of the basic fundamentals of iterative and incremental development, continuous integration and delivery (CI-CD).
• Thorough understanding of the following concepts: web performance, security, UI/UX, SEO, digital design, usability design and testing methodologies.
Desirable competencies:
• Understanding of UNHCR's external relationships, and ability to discern when the organization's credibility is at stake.
• Experience developing and supporting websites and/or mobile applications.
• Knowledge of web security issues including OWASP vulnerabilities.
• Experience in Drupal, WordPress, HTML5, JavaScript, CSS, Bootstrap, jQuery, Agile methodology and industry-standard web development tools.
Languages:
- Fluency in English, both verbal and written (required)
- Working knowledge of French or other UN languages is an asset.
