Result of ServiceThe objective of this term of reference is to hire a Watersheds and Nature Consultant to support the oversight of the Nature Action portfolio in Brazil to leverage efforts to foster more integrated and coherent public and private policies that promote the sustainable development and addresses the triple planetary crisis of biodiversity and nature loss, climate change and chemicals and pollution. The Watersheds and Nature Consultant will collaborate closely with UNEP Divisions and the UNEP Latin America and the Caribbean Office to ensure the effective planning and implementation of water-related work in the UNEP project portfolio in Brazil. Their work will focus on thematic areas such as integrated water resources management, nature-based solutions, ecosystem-based approaches, climate mitigation and adaptation, nexus approaches and the protection and restoration of ecosystems. Expected duration12 months Duties and ResponsibilitiesUnder the overall supervision of the UNEP Brazil Office Representative and with a secondary reporting line to the Project Management Officer in the Freshwater Ecosystems Unit of the Ecosystems Division headquarters in Nairobi, the Watersheds and Nature Consultant will be an integral part of the UNEP Brazil Office, responsible for supporting the Ecosystems Division’s work related to fresh water in Brazil and supporting the UNEP Brazil Office with the nature portfolio. The incumbent will maintain and enhance relationships with national stakeholders, including governmental and non-governmental organizations, while identifying the country’s needs and priorities and supporting the development of new projects and initiatives to strengthen UNEP's contribution to Brazil. In particular, the Watersheds and Nature Consultant is expected to primarily support the implementation of the water-related project “Sustainable protection and restoration of rivers, wetlands, and lakes through integrated, sustainable watershed management planning in Brazil and India” in Brazil. This project aims to promote the efficient and balanced use of freshwater resources at the watershed scale, under the management of the Freshwater Ecosystems Unit of the UNEP Ecosystems Division at its headquarters in Nairobi, Kenya. As part of the project, the consultant will support the coordination of activities such as stakeholder consultations, participate in relevant fora such as the São Francisco water governance working group, and liaise with implementing partners and relevant stakeholders, especially the government at the national and regional/local level. In supporting this project, the incumbent should ensure synergies to water-related and other relevant UNEP projects in Brazil, including “Generation Restoration” and SDG 6 implementation. The incumbent is required to ensure full compliance with UNEP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems. The Technical consultant will be supervised by the UNEP Brazil Office Representative and with a secondary reporting line to the Project Management Officer in the Freshwater Ecosystems Unit of the Ecosystems Division headquarters working full time, Monday to Friday, at the UNEP Brazil Office in Brasília, Brazil with regular online check-ins with Ecosystems Division office in Nairobi, Kenya. Under the supervision of UNEP Brazil Representative, the consultant will undertake the following tasks: • Contribute to the work of UNEP’s Ecosystems Division and other divisions related to fresh water by providing expertise and capacity to enhance UNEP’s Freshwater and Nature portfolio in Brazil. • Coordinate the implementation of the “Sustainable protection and restoration of rivers, wetlands, and lakes through integrated, sustainable watershed management planning in Brazil and India” project in Brazil, liaising with project management staff in the Freshwater Unit at UN headquarters in Nairobi. - This includes conducting local liaisons, participating in relevant meetings held by stakeholders, organizing meetings between key clients such as donors, UNEP project staff in Brazil and globally, ministries at various levels, and implementing partners to ensure consistent communication with UNEP headquarters; identifying stakeholders for project inclusion; ensuring timely project implementation, completion and reporting; and traveling within Brazil as necessary. • Ensure the quality and timely delivery of outputs from project partners, maintaining adherence to agreed schedules and standards. • Oversee and Monitor UNEP’s Nature Action portfolio in Brazil, ensuring alignment with strategic objectives and project deliverables, with other water-related activities in Brazil. • Organize and facilitate capacity-building and knowledge-sharing initiatives related to UNEP’s Nature portfolio, with a particular focus on water-related activities in Brazil. • Liaise and coordinate with key stakeholders and partners in Brazil to strengthen collaboration and coherence in UNEP’s activities. Coordinate technical discussions and prepare written outputs, such as briefings, draft background papers, analyses, sections of reports, and studies related to the freshwater portfolio. Additionally, develop other nature portfolio-related products as assigned by the Brazil office Representative, and participate in workshops, seminars, meetings, and other events when required. • Contribute to other water-related projects and programs within the Nature Action portfolio as needed or directed by the Brazil office. Qualifications/special skillsMaster’s degree in environmental-related sciences, water resources management, development studies, economics, ecosystem-based management, sustainable development, social sciences, policy or related field is required. Post graduation courses or master’s degree in sustainable development, economics, public policy, public administration, finance, water or other natural resources management, social sciences or related field is desirable. Four (4) years of relevant experience working with integrated water resources management, environmental-related sciences, project management, sustainable development policy implementation, or environmental management is mandatory. Experience in public policies and stakeholder engagement is desirable. Technical expertise working with multi-stakeholder processes in sustainable development and global commitments (e.g., Multilateral Environmental Agreements (MEAs); Sustainable Development Goals (SDGs), etc.) is desirable. Experience in working with the UN System at an international level is desirable. Experience or demonstrated interest in water ecosystems and/or resources is desirable. Experience with Brazil’s public sector institutions is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
