Freshwater scarcity is aggravated by several factors, including dependency on transboundary water resources, pollution, climate change, inefficient use, increasing demand, insufficient investment, as well as war and conflicts. Water scarcity is a significant challenge for sustainable development, as it directly affects the ability to ensure access to water and sanitation for all, while also having important implications for energy and food security, economic development, as well as urban and rural livelihoods. Water security challenges caused by water scarcity also require national and regional security considerations and transboundary water cooperation to achieve global goals. Climate change is projected to greatly impact water security in the region with an increase in extreme events that will have major effects on availability of and access to water resources especially for those most vulnerable communities. The region needs to address climate resilience for water security at a strategic regional to national level drawing on global and regional initiatives. Some of these global and regional processes include the Water Action Decade and the SDG 6 Acceleration Framework, the three UN Rio Conventions, the Arab Water Security Strategy of the Arab Ministerial Water Council, The Arab Initiative for Mobilizing Climate Finance for Water, the joint water and agriculture council of the League of Arab States and others. Objective and methodology The primary objective of this consultancy is to support ESCWA and its member states in the assessments of climate resilience for water security from the national to the regional level while proposing a strategic road map to advance action. The consultant will deliver a report of 25,000 to 30,000 words on climate resilience for water security in the Arab region while supporting relevant activities to the subject of climate resilience in terms of workshops, intergovernmental meetings and policy briefs. Tasks - duties and responsibilities • Drafting an annotated Table of Contents for the report on climate resilience for water security in the Arab region composed of , for comment and feedback by ESCWA • Drafting the report on climate resilience for water security in the Arab region (25,000 -30,000 words). The report would: o Follow the outline provided in the agreed upon Table of Contents ensuring that all the sections are adequately addressed; o Analyse regional and national strategies, initiatives and responses from Arab States to improve climate resilience in the water sector; o Analyse existing frameworks and indicators for climate resilience of water security and assess suitability for the Arab region; o Collect and examine data from established sources to estimate financial flows and needs for climate resilience for water security o Provide an Arab regional analysis on the status of climate resilience in transboundary basins/aquifers; o Assess water interconnectivity at the regional and subregional levels to improve climate resilience o Analyse agriculture and water coordination including desalination for agriculture and inter-regional virtual water trade o Assess digitalization readiness, needs and opportunities for improved climate resilience for water security in the region o Generate analysis at the regional, national and basin levels on priority issues to address when seeking to advance climate resilience for water security; o Provide key findings and recommendations for accelerating climate resilience for water security. o Develop boxes/sections to highlight regional disparities, challenges and success stories; o Generate analysis on how climate resilience for water security at the Arab regional level can be accelerated drawing on global process such as the Water Action Decade, the SDG 6 Global Acceleration Framework, the three UN Rio Conventions and lessons learned; o Prepare tables, charts and figures to enhance the presentation of findings and highlight priority areas/issues, as needed; o Draft report and solicit feedback from ESCWA. • Finalizing the report (25,000 – 30,000 words) based on the comments received and submitting it along with a complete bibliography and the cover pages or website addresses of all the referenced materials. • Preparation of substantive and programmatic documents and presentations related to workshops, expert group meetings and intergovernmental meetings. Qualifications/special skillsMaster's degree or equivalent in water resources management, hydrology, hydrogeology, sustainable development, natural resources management or related field is required. PHD is desirable. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of fifteen years of progressively responsible experience in water resources management, application of economic principles in development programmes or related area is required. Demonstrated work experience in the area of integrated water resources management and climate change in the Arab region is required. 2 years or more of experience in data analytics or related area is desirable. LanguagesFluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Arabic is also a working language of ESCWA. For this position, fluency in English and Arabic is required.
