It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The Urban Basic Services Section (UBSS) of UN-Habitat is mandated to improve the access to urban basic services, including sustainable solid waste management by collecting data on municipal solid waste management, improving policies and guidelines in partnership with local, regional and national authorities, creating an enabling environment for promoting investments in sustainable waste management with a focus on the urban poor and increasing coverage of sustainable waste management services in communities. UNDA Project: Environmentally sounder and safer waste management frameworks in Africa The project is funded by United Nations Development Account (UNDA) and implemented by United Nations Environment Programme (UNEP) and UN-Habitat with other collaborating entities. The project will support three countries in Africa (Guinea-Bissau, Nigeria, and Sierra Leone) in their efforts to align their waste management regulatory frameworks to integrated solid waste management (ISWM) approaches, so as to ensure preparedness in times of a pandemic. The experience of the recent Covid-19 pandemic drew attention to the weaknesses of the laws and institutions dealing with waste management in these countries. In providing support for strengthened laws and institutions, the project will also seek to advance the introduction of decent employment in the waste sector, especially the informal one, which constitutes an important part of the waste workforce and includes large numbers of women. Waste Wise Cities Tool: waste assessment and monitoring methodology for SDG indicator 11.6.1 Many Sustainable Development Goals (SDGs) and their targets directly relate to waste management. These include: access to basic services (Target 1.4), eliminate dumping to improve water quality (Target 6.3), municipal solid waste management (Target 11.6), food waste (Target 12.3), chemicals and hazardous waste, including e-waste (Target 12.4), recycling (Target 12.5), and marine litter (14.1). For each SDG target a variety of indicators exist, to monitor progress towards achieving them. Each indicator was assigned a so-called custodian agency, as well as partner agencies. UN-Habitat is for example the custodian agency of SDG Indicator 11.6.1 “Proportion of municipal solid waste collected and managed in controlled facilities out of total municipal solid waste generated, by the city”. UN-Habitat developed a monitoring methodology for this indicator coherent with other waste statistics systems in the world. This has crystalized into the current “Waste Wise Cities Tool” (WaCT), officially launched in 2021. So far, the tool was applied in more than 40 cities since its launch. The data collection and synthesis are facilitated by Data Collection Application (DCA), an automated excel tool that accompanies WaCT. The collected data are used by the cities to draft regulatory frameworks, strategies and action plans for improved solid waste management. Responsibilities Reporting to Francesca Calisesi, Waste Expert, UBSS, the waste management consultant will be responsible for the following duties: • Establish contacts with relevant government entities responsible for waste management in selected city in Sierra Leone in close coordination with UN-Habitat's waste management team and country team. • Cover logistics for WaCT application, including purchasing relevant tools and personal protective equipment, identifying potential venues for training and stakeholders’ workshop, transport arrangements, stakeholders’ mobilization, etc. • Organize and facilitate WaCT training for local authority officers and volunteers. • Apply WaCT and Waste Flow Diagram (WFD) in collaboration with local authorities and relevant UN-Habitat personnel. • Organize and facilitate a stakeholders’ workshop inviting all the different stakeholders in the local waste management chain and government of the city. • Draft the WaCT report based on the local stakeholders' workshop and WaCT Data Collection Application (DCA) and WFD results, highlighting policy intervention and infrastructure investment gaps for recommendations for national legislation reforms.
