IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Policy and Data Hub, and Resettlement and Voluntary Returns.
IOM Indonesia aims to ensure quality of care for refugees and asylum seekers referred to IOM by the Government of Indonesia according to applicable international humanitarian and human rights standards. The programme supports refugees through healthcare, education, basic needs, as well as to contributes to the increased protection of vulnerable subgroups, such victims of sexual and gender based violence, among others, through referral mechanisms involving the active participation of specialized state and non-state service providers. It also contributes to supporting them with the eventual sustainable pathways. The Health Care unit implements the provision of quality health care and services to migrants with a focus on the refugee care activities under the RCA.
Under the direct supervision of Migration Health Physician (MHP), and the overall supervision of the Head, Tangerang office, as well as working closely with all involved in the case management system, including care management, the Programme Associate will carry out activities under RCA, including acting as a care coordinator under care management, provide health services, in line with the Programme requirements and IOM policies, standards and commitments.
Responsibilities and Accountabilities
Ensure regular visit to the refugees and partake in enhancing the case management approach including care management, with special considerations for highly volunerable populations, under the RCA programme; arrange assistance for refugees in compliance with the RCA Operational Guidelines as well as the relevant Organizational procedures and standards including through taking into consideration social, religious and educational/vocational aspects and fully respecting the confidentiality of refugees’ information.As care coordinator, carry out activities to administer and oversee care management guided by the care manager, closely working with the MHPSS team in Jakarta; support identifying those whose vulnerability might be increasing for further assessment and referrals to services where needed working closely with the relevant units.Undertake community engagement activities including health promotions working closely with Refugee Care unit and Community Liaison Officers.Assist MHP to manage case on health care and provide assistance for IOM beneficiaries coordinating closely with physician and nurse from health care providers including monitoring continuum of care elements such nursing care, support and medical treatment are delivered and in compliance with essentials of primary care principles and rational utilization of referral to higher care level.Assist MHP to ensure that all health components of the programme are implemented and monitored including; Compiling monthly reports from RCA programme implementation locations and provide combined RCA Health Services provisions reports on a timely manner;Preparing administrative reports and program updates as necessary. This includes to manage medical record comprehensively from intake medical examination and primary care level to be linked to secondary/tertiary care level and immigration medical examination including pre departure health check which adhere to confidentiality of medical information.Providing support on budgeting and verifying day to day operational needs in providing primary care based health service provisions and facilitation for preventive care and accessing secondary and tertiary care services including payment cycle to implementing partners;Liaise with IOM panel health facilities (primary, secondary and tertiary care facilities) to assure access to clinical services while respecting IOM procurement and financial procedures and regulations;Liaise with relevant (health) authorities regarding the health issues of IOM beneficairies; facilitate for IOM beneficiaries to express their health needs and assure support provisions provided are inline with IOM Operations guidelines; Check that each location identifies and make necessary arrangements with secondary and tertiary care facilities for referral of migrants while respecting IOM procurement and financial procedures and regulations;Check that IOM health assistance for beneficiaries adheres to essentials of primary care principles, rational utilization of secondary and tertiary health care;Check that emergency medical referral systems are establish in all locations to provide a time efficient medical attention to emergency medical needs in coordination with relevant authorities and IOM Health/Operations staff in the field;Manage needs assessment, and health behavior of irregular migrants on a regular basis and inform MHP on intervention such as health promotion and other needs on a regular basis;Perform such other duties as may be assigned.Required Qualifications and Experience
EDUCATION
University degree, preferably in Public Health, Medicine or Nursing with at least three years of experience in health services; orCompleted High School degree from an accredited academic institution, with five years of relevant professional experienceEXPERIENCE
Indonesian National with good knowledge and experience in health services. Has working experience including in project management, administration and staff supervision;Experience in community development, public health and psychosocial fields related to health system;Prior experience working in health insurance and health promotion fields are advantages;Experience in liaising with governmental as well as national and international institutions preferred.SKILLS Excellent knowledge of structures and functions of district health office and ministry of health;Excellent communication and negotiation skills; Ability to prepare clear and concise reports;Capacity to work effectively, strong strategic and creative thinking harmoniously with colleagues from varied cultures and professional backgrounds; Proficient in computer applications: MS-OfficeLanguages
