  Context
  Under the direct supervision of the Head of Office and in close coordination with Programme Managers and the Resources Management Officer (RMO), the National Programme Support Officer is responsible for  supporting independent monitoring, evaluation, donor reporting, strategic partnerships, and compliance verification for IOM Hungary’s programme portfolio. The incumbent will  support the coordination of partnerships with implementing entities,  in alignment with programmatic objectives and compliance with donor and organizational requirements.

1. Monitoring, Evaluation, and Donor Compliance

In close coordination with the supervisor and the Regional Office, develop  Monitoring & Evaluation (M&E) frameworks, to help ensure  that all IOM Hungary programmes meet donor and organizational compliance requirements. Identify key performance indicators (KPIs) and participate in the development of standardized methodologies for programme monitoring, evaluation, and reporting. Support Programme Managers in data collection, analysis, and impact measurement to enhance programme effectiveness. Coordinate the preparation and timely submission of donor reports,  in alignment with grant agreements and donor expectations

2. Strategic Partnerships and Stakeholder Engagement

Manage and maintain relationships with implementing partners and grantees, ensuring strategic alignment with programme goals. Identify  potential implementing partners and  support the development and execution of partnership agreements. Support capacity building of partners and sub-grantees to enhance programme delivery and compliance. Foster collaboration with relevant stakeholders, including government counterparts, UN agencies, NGOs, and academic institutions.

3. Risk and Compliance Management

 Participate in risk management and compliance verification, ensuring adherence to IOM policies, donor regulations, and fraud prevention protocols.  Promote and monitor adherence to IOM’s policies, donor regulations, and national legislation within programme operations. Work closely with the Resources Management Unit (RMU) to monitor financial and administrative compliance in programme implementation. Develop tools and guidelines to enhance risk management and ensure accountability across all programme areas.

4. Programme Quality Assurance and Knowledge Management

 Participate in programme assessments, performance reviews, and quality assurance checks. Draft  flash reports, snapshots, and analytical one-pagers highlighting programme performance and key deliverables. Ensure that signed agreements are followed and adhered to, coordinating closely with Programme Managers.  Suggest mechanisms for best practices and lessons learned to be integrated into future programming.

5. Support to Fundraising and Proposal Development

Provide verified impact data and evidence-based insights to support fundraising and resource mobilization efforts. Work closely with Programme Managers and the Fundraising/Private Sector Specialist in the development of concept notes, project narratives, logical frameworks, and results matrices.  Verify that project proposals are coherent, aligned with donor priorities, and meet organizational standards and inform the supervisor of any discrepancies.

6. Team Leadership and Capacity Building

Supervise the Programme Support Unit (PSU) Assistant, providing technical guidance and professional development opportunities. Conduct training and mentoring sessions for internal staff and implementing partners on M&E methodologies, reporting standards, and compliance procedures. Promote a collaborative team environment within PSU and across programme units.

7. Other Duties

 Participate in relevant working groups, donor meetings, and coordination forums. Undertake duty travel as required to monitor field activities and assess programme performance. Perform other related duties as assigned. Education Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or, Master’s degree in the above-mentioned fields Accredited Universities are those listed in the UNESCO World Higher Education Database.   Experience Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;  Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and, Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. Skills Strong knowledge of migration governance, humanitarian programming, and international development frameworks. Ability to develop programme performance indicators and evaluation tools. Excellent communication and negotiation skills, with the ability to liaise effectively with donors, government counterparts, and UN partners. Proficiency in M&E tools, statistical analysis software, and Microsoft Office Suite (Excel, PowerPoint, Word, and Access). Ability to manage multiple priorities under tight deadlines and deliver high-quality outputs. Languages For this position, fluency in English and Hungarian is required (oral and written). IOM’s official languages are English, French and Spanish.
