Since the establishment of the office in Timor-Leste (TL), UN Women has been working to promote the rights of women and ensure inclusion of women’s participation and leadership as the country works towards safeguarding stability and promoting development. UN Women programming is focused around four corporate priority areas: enhancing women’s economic empowerment; ending violence against women; engaging women in all aspects of peace and security processes; and translating international commitments on gender equality and women’s empowerment into actions at the national level, including through making gender equality central to national development planning and budgeting.
Reporting to the Head of Office, the Communications and Advocacy Consultant is responsible for providing technical support on the planning and implementation of the Office's communications and advocacy strategies to increase the standing and awareness of UN Women with partners, the media, and the public.
The Communications and Advocacy Consultant works in close collaboration with the Programme, Operations, and technical teams in the CO, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors, and civil society.
Scope of work/Duties and Responsibilities
Plan and design communication and outreach/and advocacy strategies and plans
Prepare and conduct communication needs assessments for the CO, including projects, programmes, and corporate change initiatives; Analyse requirements and synthesize proposals for elaboration of communication strategies; ensure gender perspective. Integrate communication, advocacy, and outreach strategies into proposals for projects/programmes and other initiatives; Monitor and analyse print and social media and draft reports; Coordinate in-country UN Women/ UN system corporate and local campaigns and special events;Coordinate and implement the development and dissemination of advocacy materials in the country/region
Develop and produce communication instruments and materials, including briefing materials, press releases, and drafts of articles, and manage their dissemination; Identify and propose information opportunities, activities, approaches and platforms, and partners; Promote and disseminate corporate advocacy materials for launching flagship initiatives, publications, and campaigns; Manage the translation/adaptation/rewriting of information received, printing and dissemination of publications and audio-visual materials; Follow guidelines from HQ and RO.Coordinate media relations for the CO
Manage relationships with press in country; maintain and update database of relevant press; Respond to a variety of inquiries and information requests; prepare related correspondence; Organize roundtable discussions, press conferences, and briefing sessions for the press, as required; Draft talking points.Build and maintain partnerships and maintain relations with donors
Identify and develop new communication partnerships and alliances to enhance visibility; Liaise with advocacy partners and undertake outreach to civil society organizations, governments, and other groups to ensure that newsworthy information reaches the public and donors; Provide inputs to packages for programme initiatives for donor review.Maintain the CO’s web/ online presence
Manage CO’s websites’ content and maintenance based on corporate requirements; Manage the CO/MCO’s social media accounts in line with corporate social media policy; Upload information to the knowledge management system regularly, including news, updates, and resources.Facilitate knowledge building and sharing
Identify and synthesize best practices and lessons learned directly linked to programme country goals and activities; Provide training and workshops on communication and advocacy, as appropriate.Duration of the assignment
The total duration of the contract will be from 18 August 2025 to 31 December 2025.Expected Deliverables
The consultant is expected to work with the prospect to deliver the following results: Monthly Workplan along with clear timelines for identified areas of support for UN Women Timor-Leste as described in the tasks. Periodic progress reports against the proposed work plan. Documentation of the process for any advocacy events/ activities Coordination and logistical support required for meetings/discussions with UN Women’s partners, including government partners. Workplan, tools, and materials developed for the communication and advocacy-related tasks, including any capacity development activities and trainings, and reports with detailed results on the trainings delivered to partners.Inputs
The UN Women will provide the consultant with a computer, desk & chair, and internet in the office. UN Women will provide transportation to the municipalities for activities required in the performance of its function. UN Women will cover Daily Subsistence Allowance to cover expenses outside of Dili when applicable, and upon receipt of a Travel Authorization. The cost of telecommunication and transportation within Dili will be covered by the consultant.Performance evaluation:
Contractor’s performance will be evaluated against such criteria as timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.Required skills and experience:
Education:
Master’s degree (or equivalent) in communications, public relations, journalism or relevant field is required.A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
At least 4 years of professional work experience at national or international level in public relations, communications or advocacy or 6 years with Bachelor’s degree; Experience in media relations Experience in the use of social mediaLanguage and other skills:
Proficiency in oral and written English and Tetum, knowledge of Portuguese is an advantage. Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use the Internet and email.Submission of Application:

Applications will be evaluated based on the Cumulative analysis. Technical Qualification (100 points) weight: [70%] Financial Proposal (100 points) weight: [30%]A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
Technical qualification evaluation criteria:
The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on the following technical qualification evaluation criteria:

The total number of points allocated for the price component is 100. The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated, and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.Payments
Payments for this consultancy will be based on the achievement of each delivery and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
