Expected duration5 October - 7 November 2025 Duties and ResponsibilitiesThe United Nations Economic Commission for Latin America and the Caribbean (ECLAC) has a long tradition of providing analysis and recommendations regarding economic, social and environmental policies to promote inclusive growth, the reduction of poverty and inequality, and sustainable development. ECLAC acts as a catalyst and opinion maker in economic, social and environmental issues, responding to the needs of the countries in the region; serves as a regional forum and facilitator in building regional consensuses and supporting public policy formulation to meet the challenges facing the region; conducts and promotes multilateral dialogue, sharing knowledge and networking at the global, regional and subregional levels, promotes intraregional and interregional cooperation and collaborates with other regional organizations and United Nations agencies. ECLAC has progressively provided an integrated approach supporting the design of policies fostering economic, social, and environmental development in open economies, including both domestic policy recommendations and assistance in tackling the effects of globalization. In recent years, ECLAC has also brought increasing research and support to governments of the region to address emerging issues such as sustainable management of natural resources, addressing the impacts of climate change, advancing towards gender equality and the care economy, as well as to tackle the effects of external shocks in the context of globalization, such as those derived from the economic and financial crises of 2008-2009 and the COVID-19 pandemic. Recent developments have accelerated and intensified pre-existing structural transformations across key dimensions of global development, including trade and production supply chains; investment patterns; digital, biogenetic, and artificial intelligence technologies; migration; demographic shifts and ageing; as well as climate change, disaster risk and energy transition. These transformations are now further compounded by rapid changes in the geopolitical landscape, reshaping the rules, principles, values, and balance of power that have underpinned the international order for the past eight decades. In light of these developments, the Executive Secretary of ECLAC has decided to establish a Commission on Geopolitics, Globalization and Development for Latin America and the Caribbean (the Commission, or CGGD). Operating independently from ECLAC—with the latter serving solely as its Technical Secretariat—the Commission will examine the evolving dynamics of global and regional geopolitics and prepare a report containing strategic recommendations for the governments of the region and for ECLAC. These recommendations will focus on domestic and regional policy options to harness the opportunities of the emerging geopolitical landscape in support of inclusive and sustainable development, while mitigating associated risks. In addition, the CGGD will formulate proposals for strengthening intra- and extra-regional cooperation, including through the multilateral system, particularly the United Nations, as well as regional mechanisms and other relevant platforms (e.g., the G20, BRICS, ASEAN, among others).
