Work LocationSão Paulo, Brazil Expected durationFour (4) months Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. As part of a partnership with the Municipality of São Paulo, the “Enhancing inclusivity and sustainability in the city of São Paulo” project includes the revision of the Municipal Solid Waste Plan and the elaboration of the Municipal Sanitation Plan. In order to properly implement this project, a Technological Routes for Waste Recovery Consultant is required to study technological routes that guarantee the most appropriate destination flow for urban solid waste collected in the city of São Paulo. Report to UN-Habitat Manager The Technological Routes for Waste Recovery Consultant reports to the Head of Brazil Office and OiC for Southern Cone Office, who will evaluate him/her. Responsibilities The Consultant will support the implementation of the project, and its activities, with the following responsibilities: a) Evaluate the feasibility and applicability of collecting urban solid waste in three (3) fractions - dry recyclable waste, organic waste and rejects. b) Consolidate information delivered from UN regarding the consumer market for secondary resources from waste treatment (organic compost, recyclable materials, RDF, energy, etc.). c) Include technical considerations on the reduction of atmospheric emissions within the scope of the technological route evaluated. d) Develop the technological route study, based on the items described above and on technical, environmental and economic feasibility. The Consultant should support the development of the Municipal Solid Waste Management Plan for São Paulo, particularly in stages 3 and 4 (study of solutions and action plan and targets). The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The Consultant shall assist the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1 – Work Plan Description: a report that presents the Work Plan regarding the object, steps and products of the consultancy, whose main purpose is to gather information on study technological routes that guarantee the most appropriate destination flow for urban solid waste collected in the city of São Paulo that will form part of the preparation of the new Integrated Solid Waste Management Plan (PGIRS). The Work Plan must contain: (i) Detailed scope of deliverable products, focusing on the stages and related activities. (ii) Details of the information and data required to develop the work. (iii) Schedule of activities and delivery dates. Expected delivery date: 15 days after signing the contract. Product 2 – Assessment of municipal collection of urban solid waste and consolidation of information on the consumer market for secondary resources. Description: the product involves the evaluation of the feasibility and applicability of collecting urban solid waste in three (3) fractions - dry recyclable waste, organic waste and rejects and consolidate the information from the consumer market for secondary resources from waste treatment (organic compost, recyclable materials, RDF, energy, etc.). The product must contain: (i) Description of the current methodology for collecting urban solid waste used by the city of São Paulo. (ii) Advantages and disadvantages of collection in three (3) fractions - dry recyclable waste, organic waste and rejects. (iii) Assessment of the feasibility and applicability of urban solid waste collection in three (3) fractions in the city of São Paulo. Expected delivery date: 60 days after signing the contract. Product 3 – Study of the viable technological route for waste recovery Description: the study of the technological route for waste recovery is based on its technical, environmental and economic feasibility, as well as technical considerations on the reduction of atmospheric emissions. The product must contain: (i) Technological description available in market. (ii) Evaluation of technological routes potential through analyze of eventual secondary resources consumer market. (iii) Evaluation of technological routes potential through analyze of waste composition provided by the UN and São Paulo City Hall databases. (iv) List of possible technology suppliers. (v) Definition, description and justification of viable technological route. (vi) Technical considerations on the reduction of atmospheric emissions within the scope of the technological route evaluated. Expected delivery date: 120 days after signing the contract. Qualifications/special skillsEducation Required: • Bachelor’s degree in Engineering, Environmental Science, Administration, Law or related fields is required. • Postgradute degree (Lato Sensu or Strictu Sensu) in Waste Management, Engineering, Environmental Science or related fields is required, or additional four (4) years or relevant experience to the post, beyond the requirement. Work experience: • Minimum eight (8) years of experience in waste management is required. • Professional experience developing studies, projects, plans and technical assessments related to waste treatment technologies is required. • Previous experience within the UN System is desirable. Skills: • Excellent writing and proof-reading skills in Portuguese is required. • Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. Knowledge Management • The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. • The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. • The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. • The person will prepare databases related to the project running. • The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. • The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. • The person will only share the information produced with the team agency, assuring the privacy of the content. Languages• English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. • For the post advertised, fluency in Portuguese is required. Remuneration SB-4/5 – BRL: 67.183 (Total net amount) UNDP Brazil Salary Scale The consultant will receive a total amount of BRL: 67.183, according to the following schedule: • Payment 1 [20%]: Upon delivery and approval of Product 1 (BRL: 13.436,60) • Payment 2 [40%]: Upon delivery and approval of Product 2 (BRL: 26.873,20) • Payment 3 [40%]: Upon delivery and approval of Product 3 (BRL: 26.873,20) Notes Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
