Organizational Setting
FAO Representation in Cambodia is implementing the project “Support Programme on Scaling up Climate Ambition on Land Use and Agriculture through NDCs and NAPs” SCALA is a global programme funded by the German Federal Ministry of Environment, Nature Conservation and Nuclear Safety (BMU) and implemented by UNDP and FAO in 12 countries and the project ‘Loss and damage from climate change – agriculture sector readiness’ aims to support five countries in the Asia-Pacific region to implement priority actions to address climate-related loss and damage in agri-food systems and strengthen resilience and adaptive capacities to climate-related hazards and natural disasters (SDG target 13.1). Sector ‘readiness’ is sought to be strengthened specifically in relation to the newly established Fund for responding to Loss and Damage. The project aims to do so by equipping participating governments and stakeholders from Nepal, the Philippines, Cambodia, Mongolia and Timor-Leste with capacities to address climate-related loss and damage in agri-food systems, including through improved sectoral information systems and enhanced capacity for sectoral engagement. Interventions in these areas aim to enable sectoral access to newly established technical and financial assistance mechanisms, including the Fund for responding to Loss and Damage (FRLD) and the Santiago Network.
Regional-level activities are being led by specialized consultants and service providers at the regional-level. These activities will be complemented by a set of national-level activities and deliverables in 4 countries (Philippines, Cambodia, Mongolia, Nepal).Under the overall supervision of the FAO Representative (FAOR) in Cambodia, direct supervision of the Programme Advisor, the technical supervision of the Lead Technical Officer and in close collaboration and consultation with the UNDP’s technical team and focal point, in cooperation with the project team and consultation with the Ministry of Agriculture, Forestry and Fisheries (MAFF) and the Ministry of Environment (MOE), the incumbent will carry out the following tasks.
The Technical Specialist (Climate Change/Loss and Damage) will support the M&E function under SCALA contributing to data collection, analysis, reporting, and knowledge management with overall objectives indicated in the following:
Reporting Lines
Under the overall supervision of the FAO Representative (FAOR) in Cambodia, direct supervision of the Programme Advisor, the technical supervision of the Lead Technical Officer and in close collaboration and consultation with the UNDP’s technical team and focal point, in cooperation with the project team and consultation with the Ministry of Agriculture, Forestry and Fisheries (MAFF) and the Ministry of Environment (MOE), the incumbent will carry out the following tasks:
Tasks and responsibilities
The Technical Specialist (Climate Change/Loss and Damage) will:

• Technical supports on execution of the SCALA project’s activities in accordance with the project document and approved annual work-plan and budget.
• Provide technical input to the project and coordinate the sourcing of FAO technical support as well as the support of project partners where necessary, while monitoring the overall progress of the work plan and the budget.
• Provide technical assistances on implementation and managing the project monitoring and evaluation (M&E) and its communication plan.
• Prepare the Project Progress Reports, containing information on the activities carried out and the progress in the achievement of outcomes and outputs, and submit it to Project Steering Committee and FAO for approval.
• Technical supports on the initiatives and ensure collaboration between the participating institutions and organizations.
• Technical documentation and reporting of project workshops, stakeholder meetings, and other meetings to monitor project progress.
• Technical assistances on capacity building support for the integration of land-use/agriculture into government policy, planning, budgeting in line with SCALA workplan activities under outcome 2.
• Support the M&E on the NDC/CCPAP 2035 in agriculture implementation, monitoring and reporting.
• Technical identification policy and financial de-risking measures and business opportunities in Forest and Other Land Uses (FOLU).
• Support the development of project concept notes to leverage investment for transformative and inclusive action in partnership with the private sector.

• Technical oversight and collect national disaster/loss and damage data in agriculture sector.
• Technical oversight the baseline review of national disaster/loss and damage information systems according to FAO template in close collaboration with the International Expert on Vulnerability and Risk Assessment.
• Provide technical supports on training/workshop(s) on enhancing readiness to access the FRLD. The workshops will include training on the approaches to assessing different types of loss and damage.
• Document in relevant fora and discussions on L&D data in agriculture sectors.
• Perform related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in agriculture economics, climate change, Natural Resource Management, and forestry related degree or equivalent
• At least 5 years of relevant experience in technical expertise managing related to climate change Agriculture Value Chains; Livestock; Fisheries; Forest, Land and Water; and Data and Digital Transformation
• Working knowledge of English (level C)
• National of Cambodia

• Relevance and extent of experience in working with multi-disciplinary teams.

• Experience in working and/or coordinating with governmental organizations, the private sector, NGOs and other partners.
• Extent and relevance of experience in the preparation and revision of technical/scientific documents and in organizing forums, workshops and trainings events.
