This is a temporary assignment for a parental leave replacement for a period of 6 months for local staff at HQ and for external persons with valid resident status in Switzerland or currently residing in neighbouring France.

The Employment Intensive Investment Programme (EIIP) is one of the key instruments of the ILO aimed at promoting productive and decent employment, in line with the implementation of ILO Convention 122, Recommendation 205, and other core conventions. The primary strategy of the EIIP is the application of appropriate technologies that are employment-friendly and climate-smart, designed to address socio-economic and environmental challenges globally. The EIIP supports ILO member States in the design, formulation, implementation and evaluation of policies and programmes aiming to address unemployment and underemployment through local resource-based public investment, typically in infrastructure development. At the global level the EIIP is coordinated by the Job Creation through Public Investment Unit (JCPI) under the EMPINVST Branch, Employment Department.
The JCPI unit provides technical support in strengthening/building institutional and operational capacities of members states through its field staff aiming at maximizing employment impact of public investment in job-rich sectors, typically in infrastructure, agriculture and environment sectors. It also supports the implementation of the EIIP’s development cooperation programmes, in a number of thematic areas, including Public Employment Programme (PEP), contractor development and community works, Grenn jobs and crisis response. Moreover, the JCPI regularly produces technical and managerial tools used for application of employment intensive approach in line with international good practices. The JCPI also supports the development of local training capacity for Employment Intensive technology and promotes energy resilient construction techniques as well as research and development on innovative and transformative infrastructure delivery.
One of the priority interventions of JCPI is Employment creation in Crisis context, which involves both disaster risk reduction and disaster response (emergency employment) targeting refugees, IDPs, returnees (ex-combatants) and host communities in conflict situations. The JCPI is, therefore, keen in engaging a technical officer on a short-term contract to coordinate unit’s crisis response initiatives. The technical Officer will also work with the JCPI team in providing technical support to EIIP staff in planning, implementation and monitoring of EIIP projects.
The incumbent will be responsible for providing technical support/advice in mainstreaming Gender and social inclusion (GESI) in all EIIP activities. The incumbent will also be responsible for coordinating EIIP initiatives relating to climate change adaptation and resilience building through Disaster Risk Reduction (DRR). In executing his/her duties the incumbent will be required to promote ILO decent work agenda including rights at workplace, more and better job, social protection and social dialogue.
Reporting lines: The incumbent shall work under the overall supervision of the Head of the JCPI Unit in EMPINVEST. In order to provide a coordinated input, the incumbent will work closely with other EMPINVEST teams/staff and EIIP Field specialists.
Advanced university degree (Master’s or Equivalent) in international development, sociology, Economics or other related fields. A first level university degree (Bachelor's or equivalent) in one of the aforementioned fields with an additional of two years of experience, in addition to the experience stated below, will be accepted in lieu of and advanced university degree.
Minimum of five years of professional experience in economic and social development planning or related areas.
Excellent command of one working language (English, French, Spanish) of the ILO. Working Knowledge of one additional working languages (English, French, Spanish) would be an advantage.
