UNDP Mongolia promotes more diversified, innovative, productive, inclusive, green and geographically balanced, enabling decent livelihoods, especially for women and youth, building twenty-first century skills and promoting low-carbon development under its Diversified, Inclusive, Green Economic Transition (DIGET) Programme. 

The programme is comprised of just energy transition (JET) and climate finance projects. The Technical Analyst will support the climate finance projects with focus on private sector, including:

“Strengthening Systems Approach for SDGs in Mongolia” funded by UNDP UNDP-UNEP support to the European Commision sustainable advisory hub 2024-2025 funded by the European Commission Climate-aligned public investment planning and budgeting in Mongolia funded by the Asian Development Bank  Sustainable Infrastructure Programme In Asia (SIPA) funded by OECD Other pipeline projects in progress

The project “Strengthening Systems Approach for SDGs in Mongolia” aims to accelerate SDG progress over the coming five years (2023-2027) by building the capacity of relevant national stakeholders to lead Vision 2050 and SDG acceleration through a systems approach and introducing innovative mechanisms for private sector participation in achieving SDGs.

The Project is managed by UNDP and aligned the following expected outcomes:

Policy cohesion, coordination, integration, synergy, and effectiveness in implementing the SDGs at national and local levels are improved, especially for the vulnerable (“Leave No One Behind or LNOB”) and women. Business activities are more aligned with SDGs, and their contributions are enhanced, with more resources mobilized for achieving SDGs, with a special focus on LNOB and Gender responsiveness.

The project “UNDP-UNEP Support to the European Commission Sustainable Advisory Hub 2024-2025\" aims to redirect international capital toward sustainable development by supporting partner countries in establishing robust environments for sustainable finance, drawing from EU and international practices. It focuses on developing credible, locally adapted sustainability disclosure frameworks and enhancing stakeholders’ capabilities to implement these frameworks effectively. By fostering global interoperability and clarifying commonalities between standards, the initiative promotes market transparency, prevents SDG and greenwashing, and facilitates cross-border financial flows to maximize impact on sustainable development goals.

Expected results   

Increased stakeholder engagement in sustainability disclosure and management initiatives. Strengthened institutional capacity for sustainability reporting and management. Enhanced alignment of public and private disclosure and management with the SDGs. Robust regulatory framework for sustainability disclosures. Ultimately, mobilization of public and private financing for sustainability projects.

The project “Climate-Aligned Public Investment Planning and Budgeting in Mongolia” funded by ADB to strengthen climate-aligned public investment management for the Ministry of Economy and Development and the Ministry of Finance, supporting the integration of Nationally Determined Contributions (NDC) and National Adaptation Plan (NAP) targets into public investment planning—particularly within the energy and agriculture sectors. Ultimately, it seeks to increase the proportion of public investments aligned with climate objectives.

Expected results   

Output 1. Climate aligned Public Investment Management improved. Output 2. 15 Climate Investment projects developed for integration into the public investment programme 2026-2030.

The project “Sustainable Infrastructure Programme in Asia” funded by OECD aims to help Central and Southeast Asian countries better reconcile their infrastructure investment decisions with long-term commitments such as the Paris Agreement, the post-2020 Global Biodiversity Framework, and the SDGs. 

Expected results   

Output 1.  Support development of sustainable infrastructure development  Output 2. Support in developing regional green infrastructure policies 

The Program comprises a National Project Coordinators in charge of sustainable finance projects and just energy transition projects, an Administrative and Finance Officer, an SDG integration and policy impact analyst, and a Private Finance and Carbon Credit Analyst. The program collaborates with the Ministry of Economy and Development, the Ministry of Finance, the National Statistical Office, other government agencies, Local governments, and the private sector. 

Duties and Responsibilities

The Technical Analyst will be office-based with possible field travel (subject to the easement of travel restrictions) and work under direct guidance and will report to the National Project Coordinator of the project. The Technical Analyst will be given access to relevant information necessary for the execution of the tasks under this assignment and will coordinate closely with the partner organizations for this TOR. 

Under the overall guidance and direct supervision of the National Project Coordinator, the Technical Analyst collaborates closely with the Project Implementation Unit (PIU), Country Office staff members and other relevant project partners/focal points. 

The Technical Analyst will be responsible for providing substantive inputs and quality assurance across both outputs, including i) Provide top-quality technical advisory services, ii) substantive review and quality assurance of knowledge products and deliverables of the project, and iii) support effective implementation of project activities iv) substantive interlinkages and complementarity between components of the project as well as with the similar initiatives of the government and other stakeholders for greater synergy and sustainability.

Provide top-quality technical advisory services.

Provide cutting-edge policy advice in the project's thematic area and facilitate dialogue with partners, promoting UNDP thought leadership and advocacy work. Contribute to analyzing the technical situation in the project context and advise on issues related to the project's thematic area. Contribute to setting technical standards based on regional and global best practices in the project's thematic area.

Ensure Substantive review, quality assurance of deliverables and knowledge products

Substantively advise and conceptually guide the production of relevant analyses and deliverables by scoping/developing terms of references and providing ongoing technical support to sub-contractors and stakeholders.  Ensure the quality and timeliness of goods, services and works delivered by sub-contractors as per work plan, through substantive revisions, and ensure the quality assurance of deliverables and their alignment with government policies, international standards, and needs of users;  Ensure effective dissemination of knowledge products and other deliverables produced by the project, contribute to proactive policy advocacy, and lead experience sharing among practitioners, identify, evaluate, synthesize, and document lessons learned and best practices directly linked to the project goals and activities, develop knowledge sharing materials and respond to related queries; Lead or facilitate multi-stakeholder substantive discussions on key focus areas of the project; Lead or facilitate trainings as needed

Support effective implementation of project activities 

Provide technical support, working in collaboration with the Project Manager, in planning and effectively implementing project activities within the scope of approved budgets, work plans and other project documents and aligning with UNDP’s programmatic priorities and goals. Supervise and coordinate the work of the project team and consultants. Provide guidance and support in identifying and sourcing technical expertise, including preparation of TORs and evaluation of experts. Provide timely and quality technical advice and guidance for project implementation in accordance with UNDP’s rules and regulations and UNDP Project Operational Policies and Procedures. Ensure timely data collection for reporting on project activities, outputs, and outcomes; substantially contribute to preparing narrative and financial progress reports, including donor reports. Provide technical guidance on risk mitigation measures to address implementation problems. Update risk logs. Coordinate and participate in quality control mechanisms, seeking to improve the technical quality of the project outputs, products, publications, and policy discussion papers and briefs. Connect to global networks of practitioners and devise lessons learned and keep up-to-date on international good practices that are relevant to the project; Monitor the relevance of the project theory of change by providing high-level monitoring of results and effectiveness of project activities, and tracking the realization of intended outcomes for project stakeholders and beneficiaries; Prepare policy papers, briefing notes, thematic reviews, or speeches and contribute to donor reporting as needed.

Ensuring interlinkages and complementarity between components of the project and partners for greater synergy and sustainability

Establish and maintain a strategic understanding of and engagement with all the relevant institutions, including establishing contact and developing strategic partnerships with other UN agencies, government institutions, donors, NGOs, IFIs, the private sector, academia, civil society, and other stakeholders and beneficiaries at the national, regional, and local levels. Maintain synergies with other similar initiatives and across project partners/components by and identifying areas of complementarity; Participate in meetings with donors, prepare and deliver presentations of project results, and follow up with relevant counterparts if the supervisor requests. Implement resource mobilization strategies to achieve project outcomes, including facilitating liaisons with potential financing agencies and institutions to strengthen relationships and raise funds. Identify new funding opportunities to further the project ideas.

  Education:
Advanced university degree (master's degree or equivalent) in Finance or Business Administration or other related fields is required.  A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree  Experience: Minimum 2 years (with master’s degree) or 4 years (with bachelor’sdegree) of relevant experience at the national or international level in relevant experience in research and analysis experience in climate finance, sustainability, capital markets, financial risk management, corporate finance, investment banking, or financial planning is required.  Experience and knowledge of impact measurement and reporting methodologies. Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems. Experience in supporting development projects will be highly desirable.  Experience working in the UN system other international organizations is an asset.  Prior experience and knowledge in carbon credits, financing frameworks, innovative financing mechanisms, such as green bonds, blended finance, and impact funds will be highly desirable.  Good analytical and report-writing skills are desired.  Experience in capacity building, capacity assessment, or facilitation of training is desired.  Relevant work experience and familiarity knowledge of sustainable development and climate finance at the national level and local level is desired.  Experience in preparing high-quality policy briefs and guidance notes for use by senior policymakers is an asset.  Experience building partnerships and networks with stakeholders, including government agencies, financial institutions, NGOs, and private sector entities is an asset.  Experience in conducting financial analysis and modelling skills, with the ability to assess financial viability, risks, and returns of projects and/or sustainable development projects is desired.
