The Climate Change Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental Climate Change. To fulfill its mandate, the work of the Climate Change Division focuses on: working with Members States and Partners to accelerate and support a just transition by addressing mitigation and adaptation gaps through enhancing implementation capacity, access to finance and technology, and building resilience. The Climate Change Division promotes sustainable development and effective policies for climate stability; support action so that countries progress on decarbonization, dematerialization, and resilience pathways in line with their climate commitments, aspirations, and needs; and foster transparency in reporting. This position is located in the Project Management Unit for “Strengthening Climate Information and Multi-Hazard Early Warning Systems for Increased Resilience in Azerbaijan”, in Baku, Azerbaijan. The Chief Technical Advisor reports to the Head, Climate Early Warning and Capacity Building Unit. The focus of this job is to lead the implementation, monitoring and evaluation of the project, operations and other activities in an assigned functional area. Under the supervision of the Head of Unit, the incumbent will be responsible for the following duties: Responsibilities• Lead and provide technical oversight of the work of the Project Management Unit (PMU), National Partners, and Technical Partners to ensure high technical quality and timely achievement of project targets and objectives related to Climate Information and Early Warning Systems. • Serve as the primary liaison with relevant Government officials to ensure effective coordination, information sharing, and alignment of Climate Information and Early Warning Systems project activities with national policies and priorities. • Provide strategic technical guidance for the implementation of the project in relation to government policies, relevant substantive guidelines, institutions, with a view to facilitate uptake of project results in accordance with the Funding Proposal and its Annexes as well as the provisions of the agreements with Implementing Partners and the Funded Activity Agreement (FAA) concluded between UNEP and the Green Climate Fund (GCF). • Oversee and provide guidance and technical inputs to the work carried out by consultants, partners and other organizations considering the most effective implementation measures; lead the adjustment of the project Results Framework, Work Plan and Budget; and prepare related documents and reports (progress report, financial report, communications documents) as required and in line with UNEP and GCF requirements. • Oversee project monitoring based on the project results framework and advise on the integration of monitoring and evaluation practices into project implementation, in line with the Monitoring and Evaluation Plan. Recommend remedial actions as needed and ensure compliance with FAA, including avoidance of prohibited practices in line with GCF requirements. • Coordinate the project work with other UN agencies, NGOs, and other relevant organizations in the country and region that relate to climate information and multi-hazard early warning services; observations, monitoring, analysis and forecasting of climate and its impacts; dissemination and communication of risk information and early warning and related activities with a view to facilitate synergy and to share project experiences and lessons learned. • Lead the integration of sustainability dimensions across project outcomes, ensuring that environmental, social, economic, and gender considerations are incorporated throughout the project life cycle to support long-term impact. • Ensure that project activities are fully aligned with the provisions of the Gender Assessment and Action Plan and the Environmental and Social Safeguards Report, with attention to compliance throughout implementation. • Initiate and coordinate outreach activities (meetings, conferences) including proposing agenda topics, identifying participants, preparing documents and presentations. • Lead and/or participate in field missions, including the provision of guidance to external consultants, government officials, and other parties, and drafting mission summaries. • Contribute to the oversight of lessons learned procedures, ensuring that lessons learned are shared in a timely and appropriate manner. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other duties as required. EducationAdvanced university degree (Master’s degree or equivalent) in environment, climate change, meteorology, climatology or a similar related field is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Job - Specific QualificationNot available. Work ExperienceA minimum of seven (7) years of progressively responsible experience in project management related to environment, early warning systems and/or climate change is required. Previous experience of working with government entities and other stakeholders in implementing activities at country level, particularly in the Eastern Europe or Central Asia region, is required. Previous experience in implementing projects according to requirements of Global Funds or similar funding mechanisms is required. Demonstrated experience in strengthening climate information services and/or early warning systems is required. Two (2) years or more of experience in data analytics related to environment and/or climate change is desirable.
