    SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

    About the mission

    Solidarités International operates in Syria since 2013 with a very diversified programs portfolio in Hassake & Raqqa (NES), Aleppo and Idlieb (NWS) governorates. To achieve its humanitarian objectives the mission employs 350 staffs and developed meaningful partnerships with international and local NGOs.

    In NES, SI is one of the leading agencies in the WASH sector, responding to emergencies, protracted situations and recovery needs. The strategy is complemented with a significant FSL component, addressing market rehabilitations, business development and agriculture.

    In NWS, SI operates in Idleb and Nothern-Aleppo with large WASH programs, with a focus in camps settings for IDP populations, and rehabilitation programs, especially after the earthquake. SI also responds to new emergencies, including regular displacements, natural disasters and epidemics.

    SI is also heavily involved in humanitarian coordination, both at strategic and technical level with relevant fora and stakeholders, including key donors.

    Since regime's change, SI is redefining it operational model as well as well as its geographical scope and programmatic priorities. The organizational set up is being deeply reviewed with a Damascus-based coordination office, the reshaping of the base level structure. Assessments are being carried out in new areas including rural Damascus, South, Aleppo and Hama and new partnerships are being envisioned. This is to ensure relevance and efficiency, maximize impact through secured access and more generally ensuring the mission remains fit for purpose in a quickly evolving environment. And this on-going transformation will be at the core of the new CD responsibilities.

    About the job

    General objective:

    The Shelter Program Manager oversees the design, implementation, and quality of Solidarités International (SI) Shelter activities in the assigned area. The role ensures responses are needs-based, timely, safe, inclusive, and compliant with humanitarian principles, SI procedures, cluster guidance, international standards, and donor requirements. The position includes team supervision and program adaptation as required.

    Key Responsibilities

  • Lead and update shelter needs assessments and ensure integration of Protection, Gender, People with Specific Needs, Humanitarian Access, and Accountability.

Design and manage needs-based shelter and NFI interventions that are appropriate, safe, inclusive, and effective.

Ensure targeting and intervention modalities respect humanitarian principles, Do No Harm, and contextual constraints.

Contribute to shelter strategy, annual planning, proposal development, and innovation at area and country levels.

Ensure compliance with SI procedures, Sphere, CHS, cluster standards, and donor requirements.

Oversee monitoring, reporting, evaluations, and learning in coordination with Field Coordinator and MEAL teams.

Coordinate with authorities, communities, donors, and partners; represent SI in shelter-related forums as required.

Manage, train, and evaluate shelter staff; support recruitment and ensure adherence to security rules.

Anticipate operational needs, plan activities, supervise implementation, and adjust programs based on context and results.

Contribute to knowledge management and handover documentation.

Priorities for the 2/3 first months:

Needs assessment define new modalities and area of intervention aligned with area's strategy, support new CNs aligned with the change of context in Syria Ensure launch of BHA and ECHO projects if secured Ensure the good implementation on time and in a qualitative manner for ECHO project

DIPLOMAS AND EXPERIENCE

Experience in the humanitarian sector: 3 - 4 Years Experience in a similar position: 2 Years

SKILLS

TECHNICAL SKILLS:

Formal training and qualifications in civil work Ability to plan, review and follow up rehabilitation works. Ability and experience in distribution activities (cash, in kind or voucher modalities) Experience in project cycle management (budget, HR, supply, activities planning, reporting, capitalization, etc…) specifically for Shelter programs (rehabilitation, winterization, etc...) Ability to develop needs assessment, analyze data and provide recommendation

TRANSVERSAL SKILLS:

Management and communication skills Autonomous, organized, ability to prioritize and to work under pressure. Team player, positive dynamic and problem-solving capacities. Capacity to deal with contractors and ensure timely delivery. Capacity to deal with local authorities and communities and ensure project quality. Capacity to coordinate with other departments and partners to ensure project quality. Ability to operate safely and effectively in a security sensitive environment. Strong understanding of humanitarian sector (including cross cutting issues, humanitarian coordination, etc…)
