Context

In the last few years, IOM Portugal has played a proactive role in contributing to the upholding of rights of migrants subject to immigration detention, aligning with international human rights standards, which also includes advocating for alternatives to detention. 

In addition to providing capacity building to entities within the immigration detention continuum, IOM Portugal is also present in detention facilities with the purpose of informing migrants on their rights. 

Through improved access to information, capacity building, informed migrants and authorities, as well as viable alternatives to detention, IOM is thus supporting Portugal in implementing objective 13 of the Global Compact on Migration.

Under the overall supervision of the Head of Office (HoO) in Portugal, the direct supervision of the Senior Project Associateand in collaboration with the project team, the Project Associate, will be responsible and accountable for assisting the implementation of the activities that are part of IOM’s services within the Project “Rights without borders: Cooperating for human rights strengthening in immigration detention centres in Portugal”, including regularly visiting immigration detention facilities namely in Lisbon and Faro to carry out project activities.

  1. Assist in the implementation and monitoring of project activities. 
  2. Retrieve, compile, summarize, and present information/data on specific project topics.
  3. Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.   
  4. Support administrative coordination for project implementation, involving liaison with diverse organizational units or external parties to initiate requests, obtain necessary clearances, process, and follow-up on administrative actions, etc.. 
  5. Draft status reports, correspondence, briefing notes, graphics, statistical tables, presentations, and other forms of documentation.
  6. Draft status reports, correspondence, briefing notes, graphics, statistical tables, presentations, social media content and other forms of documentation, identifying shortfalls in delivery and bringing them to the attention of the supervisor.
  7. Organize meetings, workshops and training sessions. 
  8. Respond to general information requests and inquiries; set up and maintain files/records. 
  9. Perform other related duties as assigned. Education
    • School diploma with four years of relevant experience; or,
    • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience.Accredited Universities are those listed in the UNESCO World Higher Education Database. Experience
      • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
      • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
      • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. Skills
        • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization, specifically in the field of immigration detention, border management and migrant protection; 
        • Ability to manage the logistic and administrative aspects of projects;
        • Ability to manage complex datasets;
        • Demonstrated proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint is required.Languages

          For this position, fluency in Portuguese and English is required (oral and written).
