Context
Under the direct supervision of the National Programme Support Officer and in close coordination with Programme Managers, the Resources Management Unit (RMU), and other relevant teams, the Programme Support Specialist will provide administrative, monitoring, and compliance support to ensure effective programme delivery. The incumbent will assist in data management, donor reporting, M&E processes, risk analysis, and partnership coordination while ensuring compliance with IOM’s policies and donor requirements.
1. Administrative and Logistical Support
Provide administrative and logistical support for PSU activities, including scheduling, documentation, and report coordination. Support the logistical organization of monitoring visits, workshops, trainings, and evaluations. Manage PSU databases, ensuring accurate tracking of programme performance data, compliance monitoring, and risk assessment records. Ensure that partner agreements, donor reports, and programme files are properly recorded and stored.2. Monitoring, Evaluation, and Donor Reporting Support
Assist in data collection, verification, and consolidation from Programme Managers and implementing partners. Support the preparation of monthly, quarterly, and annual donor reports, ensuring accuracy and timely submission. Contribute to the development of M&E tools, indicators, and project performance reports. Assist in data visualization, analysis, and presentation of programme performance findings. Support knowledge management initiatives by compiling lessons learned and best practices.3. Risk and Compliance Monitoring
Assist in conducting risk and compliance assessments for programme activities and partnerships. Support partner due diligence and financial compliance verification. Ensure programme documentation adheres to IOM policies and donor regulations. Maintain a tracker for compliance-related issues and follow up with relevant teams on corrective actions.4. Partnership and Stakeholder Coordination
Provide administrative support in partner selection, agreement processing, and contract tracking. Assist in coordination with governmental agencies, donors, UN partners, and NGOs. Support capacity-building initiatives for partners by preparing materials and organizing training sessions. Monitor partner performance and document feedback for programme improvements.5. Financial and Procurement Support
Assist the PSU in budget tracking, expenditure verification, and financial reconciliation. Provide support in processing payments, reviewing financial reports from partners, and ensuring adherence to budget allocations. Coordinate with the Resources Management Unit (RMU) for timely financial reporting and procurement requests.6. Other Duties
Support PSU’s internal coordination by drafting meeting minutes, preparing briefings, and following up on action points. Represent PSU in internal working groups, as required. Perform other related duties as assigned. Education Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience; or, Master’s degree in the above-mentioned fields Accredited Universities are those listed in the UNESCO World Higher Education Database. Experience Experience in programme support, monitoring & evaluation, compliance, and data analysis. Prior work with international organizations, NGOs, or donor-funded projects is an advantage. Familiarity with donor reporting requirements, risk assessment frameworks, and partnership management. Experience in financial tracking, budgeting, and procurement support is desirable. Proficiency in data management, visualization, and reporting tools (Excel, Power BI, Kobo or similar). Skills Strong organizational and administrative skills, with attention to detail. Ability to work with large data sets and generate insights. Knowledge of international development, migration policies, and programme management frameworks. Strong communication and coordination skills for stakeholder engagement. Ability to work under tight deadlines and manage multiple tasks effectively.Advanced knowledge of MS Office applications (Word, Excel, PowerPoint, and Outlook).
