Context

Under the overall supervision of the Deputy Regional Director for Management (DRDM) and direct supervision of the Resources Management Officer (RMO) of the Migrant Protection, Return and Reintegration Programme for Sub-Saharan Africa (MPRR-SSA), and in close coordination with the Regional Supply Chain Officer for West and Central Africa and other relevant units, the Supply Chain Officer (MPRR-SSA) will be responsible and accountable for the supply chain activities of the MPRR-SSA programme, supporting the efficient, transparent, and compliant implementation of supply chain procedures in of MPRR programme activities, including direct assistance, post-arrival services, and reintegration assistance. The Supply Chain Officer (MPRR-SSA) will also play a key role in standardizing supply chain processes across the programme and providing technical support and guidance for implementing Country Offices (CO). This includes conducting regular field visits to provide hands-on support, check compliance, and build the capacity of supply chain staff of COs.

1. Provide operational support for all supply chain activities under the MPRR programme, in coordination with implementing COs and relevant RO units.

2. In coordination with the Regional Supply Chain Officer, contribute to the development, implementation, and regular updates of standardized supply chain procedures for the programme to ensure efficiency, compliance, and value-for-money across COs.

3. Provide technical guidance and support to the MPRR-SSA Project Managers and field procurement focal points to for harmonized application of IOM procurement policies, donor requirements, and best practices.

4. Support the planning, sourcing, contracting, delivery, and monitoring of goods and services related to direct assistance, post-arrival services, reintegration support, and other programme components.

5. Conduct procurement risk assessments, identify process gaps, and propose mitigation measures to enhance controls and delivery.

6. Coordinate and support the tender processes, vendor evaluations, contracting, and performance monitoring in accordance with IOM rules and regulations.

7. Maintain an up-to-date roster of reliable and vetted vendors at the regional and national levels.

8. Collaborate with programme and finance teams to check proper budgeting, documentation, and timely reporting of procurement-related expenditures.

9. Support logistics operations, including warehousing, asset management, transportation, and distribution of materials and kits for MPRR activities.

10. Monitor compliance with IOM procurement rules and donor requirements and provide training sessions to enhance staff capacities across COs.

11. Conduct regular visits to implementing COs to provide on-site support, review processes, and check alignment with standardized procedures and donor compliance.

12. Contribute to the preparation of procurement plans, regular reporting, and audit responses.

13. Participate in inter-agency coordination meetings, working groups, and procurement networks, as required.

14. Perform such other duties as may be assigned.

Education

Master’s degree in Business Administration, Management, Logistics, Procurement or a related field from an accredited academic institution with two years of relevant professional experience; or,University degree in the above fields with four years of relevant professional experience.Certification in Procurement, Logistics or Supply Chain management is an advantage.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

Experience in supporting the management of diverse procurement and logistics operations;Demonstrated experience in training and supervising teams of co-workers, managing vendors and suppliers; and,Experience with international humanitarian organizations and/or non-government organizations in a multi-cultural setting.

Skills

Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM's system and processes as they apply to procurement and logistics;Good level of computer literacy and good knowledge of WAVE (IOM's ERP system) is an advantage;Demonstrated ability to work well under pressure and to keep deadlines;Good communication and negotiation skills; and,Ability to write and speak clearly and concisely in English.

Languages

For this position, fluency in English and French is required (oral and written).

Working knowledge of Portuguese and/or Spanish is an advantage.
