Work LocationDamascus, Syria Expected duration6 months Duties and ResponsibilitiesBackground The United Nations Human Settlements Programme (UN-Habitat) is the United Nations programme working towards a better urban future. Its mission is to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. Since 2015, UN-Habitat Syria Programme has worked closely with Syrian cities and communities to develop an urban resilience and recovery approach. UN-Habitat supports local authorities and communities (1) to collect better urban data to reach a common understanding on urban recovery needs; (2) to jointly identify neighborhood and municipal area response priorities – from humanitarian to resilience, to recovery; and (3) to design and implement housing, infrastructure and basic services, urban environment, and urban cultural heritage projects that directly respond to these local priorities. UN-Habitat Syria currently has offices in Damascus, Homs, Aleppo, and Deir Ezzor. The UN-Habitat Syria program operationalizes projects across Syria. UN-Habitat has been supporting the Government of Syria, particularly the Ministry of Public Works and Housing and the Engineers Syndicate, in building capacities for damage assessment of buildings in post-disaster contexts. A technical guideline has been piloted across different Syrian cities and covers a three-phased approach for assessing the structural safety of damaged buildings: • S1: Rapid Assessment – initial on-site classification using safety tags (Green, Yellow, Red). • S2: Detailed Damage Assessment – further evaluation for formal/informal buildings to determine risk severity. S3: Engineering Evaluation – technical structural analysis to determine need for retrofitting or demolition. Duties and Responsibilities: The Expert will deliver the following: 1. Data Collection & Verification • Gather all technical forms, checklists, and workflows used in S1, S2, and S3 from previous practices in Syria. • Verify and validate consistency with international good practices and local engineering standards. 2. B. Content Structuring & Integration • Reorganize all tools into three clearly defined and sequential assessment phases. • Develop visual and procedural guidance for each phase including risk matrices, safety tags, field documentation procedures. 3. C. Technical Review & Validation • Facilitate at least two technical workshops with the Engineers Syndicate for review, validation, and consensus. • Incorporate feedback and recommendations from engineers and stakeholders. 4. D. Production & Dissemination • Prepare a finalized, designed Arabic version of the manual. • Submit the final document electronically to the Engineers Syndicate, Ministry of Public Works and Housing, and UN-Habitat. Qualifications/special skills• An advanced university degree (master’s degree or equivalent), in civil engineering specialized in structural engineering is required. A first level university degree in similar field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • Certified Consultant Engineer (Structural) by the Engineers Syndicate is required. • A minimum of 5 years of experience in structural studies and evaluation of reinforced concrete buildings is required for MA holders. An additional of two-year working experience in required for BA holders, Proven experience in drafting or reviewing structural codes or engineering manuals is required. • Ability to use structural analysis software such as ETABS and conduct seismic assessments is desired. • Experience in technical coordination with professional associations or government institutions is desired. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written Arabic and proficiency in oral and written English are required. Knowledge of another UN language is an advantage. Additional InformationNot available.
