Terms of ReferencePurpose of project:

To support DSPR capacity development strategy and learning schemes. The promulgation of the programme handbook and rollout of PROMS and COMPASS realignment scheduled for September 2024 brings stability to the content for the changes introduced by the business transformation processes (BTP) sponsored by DSPR. This sets out a stage for the capacity development/enhancement of UNHCR staff to ensure that the organization reaps the full benefits introduced by the processes. The DSPR change management priority for 2024 is to develop self-paced learning modules for every phase of the strategic planning process (PLAN-GET-SHOW), support bureaux with their regionalised capacity development schemes and lead planning coordinator learning.

Duration and dates of the assignment:

From: 18 February to 31 August 2024 (subject to completion of recruitment process).

Work 100% (fulltime) during above-mentioned period: N/A (working three days per week).

Working Hours: N/A

Total amount of days/weeks/months to be worked: three days/per week (3 days x 28 weeks = 84 days); payment will be based on actual days worked.

Location: Home-based.

Assignment and/or Mission travel:

One mission to Geneva (Switzerland) to brief DSPR and on-site work may be requested based on the work schedule. A budget allocation of USD 5,000. - for travel expenses is included in the contract. Travel will be arranged and covered by the Consultant 75% will be paid upfront the mission and 25% upon completion of travel and provision of all travel receipts.

Suggested fee (daily/weekly/monthly/lump sum) and currency:
- Fees: USD 54,600. - (84 days at USD 650.-per day);
- Mission Travel: USD 5000.- for travel expenses).

Payment schedule (the payment schedule will be adjusted based on actual EOD and actual days worked).

Instalments:

1st payment (March 2024 - 18 days): time/log sheet to be maintained, maintained by Snr. Communications and Change Adviser; payable upon certification of the hiring manager.
2nd payment ((April-May 2024 - 27 days): time/log sheet to be maintained, maintained by Snr. Communications and Change Adviser; payable upon certification of the hiring manager.
3rd Payment (June-July 2024 - 24 days): time/log sheet to be maintained, maintained by Snr. Communications and Change Adviser; payable upon certification of the hiring manager.
4th payment (by end of the contract/deliverables 2024 - 15 days): time/log sheet to be maintained, maintained by Snr. Communications and Change Adviser; payable upon certification of the hiring manager.

General Background of Project or Assignment:

Purpose: UNHCR is developing new e-learning resources targeting key members of the operations-level multi-functional team, but applicable to all staff members in regional bureaux or HQ that are involved in strategic planning, implementation of programmes and reporting results. The resources will be grouped thematically into self-paced learning modules which will provide guidance in all three COMPASS Phases (PLAN, GET and SHOW), drawing from the newly launched Programme Handbook. It will provide the most essential guidance on institutional requirements to design, manage and report on quality multi-year strategies.

The e-learning resources will comprise 15-20 self-paced modules, accessible at any time to learners, linked together within a cohesive course frame, but with unlocked navigation. This means that learners can access and complete a single module when desired– or follow the recommended course pathway for full completion. Modules will vary in terms of length, interactivity, and multi-media content but they will have a standard approach and components (including an introduction, learning content, a testimonial from UNHCR staff and a knowledge check).

This course and module components will not be mandatory. However, a certificate can be printed after completing the final quiz with a grade of 80% of above for each module. For those colleagues that complete all modules, an additional certificate to show the completion of the complete course will be offered. This would be considered “full completion”. UNHCR has the goal of ensuring that 90% of Planning Coordinators achieve full completion during the year of the development of a new Multi-Year Strategy.

External technical assistance is needed to map out the e-learning course (its frame, structure, contents and multi-media components) and to develop the specific content for modules, in cooperation with Subject Matter Experts (SME) and other stakeholders. A detailed project plan considering all inputs is therefore the first deliverable. The second and third deliverables are the e-learning content developed in a Storyboarding format, for approval by SMEs. The Storyboards should propose specific graphics, text, narratives, videos or interactive options that could be eventually shared with application developers. The consultant will not be responsible for developing video or audio recordings – but they may propose topics, scripts, talking points or speakers for these multi-media inputs.

A consultant both familiar with RBM principles and practice in UN Agencies and with the development of adult e-learning is therefore sought, to complete these deliverables in the first half of 2024, under the leadership of the DSPR Change Management and Communications team. Experience of working with UNHCR is a big advantage.

Overall Purpose and Scope of Assignment:

The primary objective of the consultancy is to support DSPR in developing self-paced learning modules. The consultant will work with colleagues in the change management team to develop the learning modules that will enable a critical mass of UNHCR to be confident in designing multiyear strategic plans. The target audience of the training will be UNHCR representatives and other senior leaders, results managers/ multifunctional teams and one targeting all staff. The strategy will look at different methodologies based on the target audience.

Measurable outputs.

Output 1. Design 18 training modules for PLAN – GET – SHOW for self-paced learning.
Output 2. Coach and support seven bureaux with light capacity development strategies.

Delivery dates: between 15 February and 31 August 2023 (based on timely processing of all HR and administrative tasks).

Remark: the above schedule might slightly change (as based on timely completion of all relevant Human Resources and administrative tasks by both UNHCR and the identified candidate).

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

- University Degree in Law, Political Science, International Relations or any related field and fluency (both oral and written) in English;
- at least ten years of Strategic Planning experience at a global level working with UN agencies on theories of change and RBM more broadly required;
- a firm grasp of human-rights based approaches and aligning strategies and plans to global normative frameworks;
- at least ten years of experience facilitating strategic planning workshops and exercises.
