FHI 360 is currently seeking qualified candidates to fill the position of Strategic Information Director for a CDC funded Comprehensive HIV/AIDS service delivery project under PEPFAR in DRC. The comprehensive treatment program aims to provide evidence-based interventions, and innovative strategies to offer HIV testing, care, and prevention, especially among those unaware of their status, people living with HIV (PLHIV) not on treatment, and those requiring preventive services especially among priority populations (PP) and hard to reach populations through a person-centred approach. The project will provide direct support and technical assistance to the Ministry of Health and Ministry of Social Affairs to accelerate the HIV service delivery cascade and strengthen the technical capacity of provincial and Health Zone level teams to analyse data, improve data quality, and utilize data for informed decision-making.

The Strategic Information Director will lead the design and implementation of the project’s monitoring and evaluation (M&E) activities, including the development of monitoring and evaluation strategic documents including the activity monitoring, evaluation and learning plan, costed M&E work plans, evaluation and performance measurement plans, data quality assurance strategies, data use plans, results and logic frameworks, measuring progress towards program targets, development and monitoring of the project’s key performance indicators (KPIs). Under the direction of the Principal Investigator/Project Director and in close collaboration with the Technical Lead, the successful candidate will provide strategic direction for a robust learning agenda for continuous learning, collaboration, and adaptation during the life of the project. The SI Director will serve as the primary point of contact for establishing and managing an evaluation and monitoring system responsive to CDC’s reporting and learning requirements and ensure timely project reporting. The position will be based in Kinshasa and will report to the Project Director. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to CDC approval.

Key Responsibilities

  • Lead a team in the design and implementation of the project’s monitoring and reporting activities, including development of the project’s results framework and Performance Monitoring Plan; development and monitoring of project indicators and PIRS; oversight of routine data collection and data management; data quality assessments (DQA); synthesis and analyses of data and presentation of project lessons and results; and reporting, both internally and externally as required/needed.
  • Provide leadership and mentoring for M&E team, including staffing, retention, and professional development activities.
  • Responsible for providing technical assistance and oversight, developing, and setting up systems for the timely collection, management and storage, analysis, and reporting of valid and reliable data that meet donor reporting requirements.
  • Working with technical team, develop and lead the implementation of a robust learning agenda, designing and implementing mechanisms for continuous learning, collaboration, and adaptation for FHI 360 Projects.
  • Undertake periodic reviews of program M&E systems and participate in planning M&E system strengthening actions.
  • Lead the development and monitoring of MEL work plans, quarterly and annual reports, financial reports.
  • Implementation of baseline, mid-term and end line studies or other formal learning activities as appropriate; oversight of data collection and analysis; quality assurance and routine data quality audits.
  • With the technical team, publish and disseminate knowledge products arising from the program with to program partners, donors, Government of DRC counterparts and other key stakeholders.
  • Provide leadership on national strategy work to improve national data collection and information systems.
  • Strengthen capacity of staff, implementing partners, government counterparts, and other stakeholders in program monitoring, evaluation and learning, data collection, data quality assurance and data analysis.

    Qualifications

    • Master's Degree or higher in biostatistics, data science, monitoring and evaluation, public health, demography, social science, statistics, or a related field required.
    • 12+ years’ experience in monitoring, evaluation, and research efforts particularly with HIV service delivery programs and programs under PEPFAR.
    • At least 3 years of experience in a leadership or line-management positions.
    • Experience with USG-funded, NGO-led projects, with experience on health projects preferred.
    • Knowledgeable on reporting procedures, best practices, guidelines, and tools for M&E of health projects.
    • Strong writing and organizational skills for monitoring and reporting on program and study results.
    • Strong communication abilities, including communication with both technical and non- technical audiences.
    • Experience using quantitative and qualitative data analysis methods, mixed methods, and M&E practices to answer program leaning and evaluation questions and to inform adaptive management.
    • Proven experience working with and building the capacity of Ministries of Health (MOH) and understanding of MoH systems at national and health zone levels.
    • Demonstrated leadership skills and the ability to work collaboratively with IPs, donors and host country partners and stakeholders.
    • Must be fluent in French and some local languages, with strong interpersonal, writing and oral presentation skills in English.
