The Fiscal Affairs Department (FAD) is seeking to hire an experienced Senior Communications Officer to join the secretariat responsible for managing the Global Public Finance Partnership (GPFP).
Background: The Fiscal Affairs Department’s mission is to help member countries achieve sustainable public finances through good fiscal policies and institutions. It achieves this through analytics, policy advice and capacity development (CD). FAD is the IMF’s largest provider of CD, which is enabled by funding from external partners. The GPFP was established in 2024 as the IMF’s primary vehicle for comprehensibly providing CD in all areas of Public Finance. The first phase of GPFP will span 5 years, with a funding target of $200 million to provide CD across the whole spectrum of public finances.
Role of the Secretariat: The GPFP is managed by a Secretariat based in FAD’s front office. The Secretariat leads the preparation and implementation of the GPFP workplan to maximize impact for members in line with the IMF and FAD CD Strategy. As the face of the GPFP, it also profiles the GPFP as worldwide leader in fiscal CD. In order to do this, the Secretariat leads work on engagement with donors, reporting, visibility and communication, and fundraising support in close collaboration with the IMF’s Institute for Capacity Building (ICD).
Responsibilities: Under the guidance of the head of the Secretariat, the Communications Officer will be responsible for enhancing the visibility of the GPFP and its operations. They will be expected to operate with a high degree of autonomy in developing and implementing a communication strategy for the partnership that will include developing new information products, enhancing internet and social media presence, and planning and organizing events, including in the context of the IMF’s Annual and Spring meetings. They will also provide assistance in transmitting external relations best practice to FAD CD staff.
Under the guidance of FAD’s Front Office, the Officer will also play a role in FAD’s broader communication activities beyond the GPFP, including capacity development work, the Fiscal Monitor, and other analytical products. This will include initiating and planning seminars, meetings and conferences with senior officials and academics. Coordination with the Communications department will be an essential part of these.
Qualifications: Applicants should have:
An advanced university degree, or equivalent, in communications, international relations, languages, or a related field; or a university degree, or equivalent, supplemented by a minimum of eight (8) years of relevant professional experience, is required. Alternatively, a university degree, or equivalent, and 14 years of relevant professional experience are required.
Demonstrated project management and coordination skills, and the ability to think creatively about communications products, technologies, and impact.
Proven ability to create effective web and social media content with a focus on meeting institutional communications goals. Experience in data visualization would be valuable.
First class experience in writing and editing content in English, and in particular the ability to translate technical material for a broader audience and tell narrative stories.
Experience in organizing and promoting conferences, ensuring successful outreach and engagement with participants.
Ability to work both in a collaborative, team-oriented environment and also with a high degree of autonomy and deliver on several projects simultaneously under tight deadlines.
Drive for results, self-motivation, and good decision-making skills, as well as an ability to communicate persuasively.
The role requires a creative, independent worker with an ability to work in a collaborative manner across a number of different teams and departments. Applicants should have a deep interest in global fiscal issues and the IMF’s role and mandate, in particular with regard to capacity development. Previous experience working with international organizations would be an asset as would the ability to work in languages other than English.
This is a one-year contractual appointment. Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbent's performance, budget availability, and continuous business need.
