Specialist, Tuberculosis Next Generation Market Shaping - GL D - Defined Duration until May 2027

The Specialist, Tuberculosis (TB) Next Generation market shaping, under the oversight of the Head, TB and is expected to support the coordination of Next Generation Market Shaping Strategic Initiative with regards to TB products from within, as well as from outside, the secretariat.
They will work with Country Teams to ensure technical support is provided on planning and implementation of the TB component of the Strategic Initiative. They coordinate in collaboration with other advisors and departments to ensure alignment of Strategic Initiative, Matching funding, and grants for new TB product introduction.

The incumbent reports as follows: managerially and technically to the Head, TB, focal point for product introduction (TAP) with workplans and deliverables agreed with the respective SO Manager/Head of Department.

Key Responsibilities

  • Perform the following duties under the prioritization, supervision, and direction of the Head TB
  • Ensure the internal alignment and linkages cross the respective secretariat departments related to the TB new products for introduction.
  • Ensure alignment of TB New product introduction/Next Gen Strategic Initiative with other relevant Strategic Initiatives including matching funding from other diseases, RSSH and cross cutting issues
  • Ensure reporting of progress of Strategic Initiative (TB aspects) as required and identify areas which will need course correction.
  • Ensure cohesion with emerging scientific evidence, Unitaid, WHO and research organizations to new TB products.
  • Analysis of program data, national and sub national policies and practices relevant to TB diagnosis and treatment and barriers to access and introduction.
  • Conducts specific detailed analyses, along the grant lifecycle and where required and in collaboration with other Global Fund staff, to identify investment gaps and opportunities for introduction and scale up of new TB products using reprogramming, portfolio optimization and reshaping of Strategic Initiatives
  • Align country product introduction timelines in partnership with national TB stakeholders and based upon evolving global implementation research findings and emerging best practice.
  • Uses their technical expertise and insights into Global Fund-supported disease control programs to provide technical input into Global Fund policy and guidance documents, and to work with relevant global technical partners to evolve normative guidance aligned with implementation needs.
  • Engage country and regional partners to support/advocate for national policy development necessary for TB product introduction and to ease access to TB products across populations and delivery channels.
  • Support countries to analyze and use data on populations who would benefit from new TB products, including the private sector.
  • Establish and/or maintain strong and effective working relationships with implementing organizations and program stakeholders, as applicable.
  • Identify and facilitate technical assistance needs to address bottlenecks and enhance implementation.
  • Capture lessons learned in selected countries to inform potential adjustments to the overall approach to product introduction and to product introduction at country level.
  • Contribute as necessary to the development of regular Global Fund reports, publications, press releases and other advocacy or information materials.
  • Perform other duties as required and consistent with the role.

    Qualifications

    Essential:

    An advanced university degree in public health, epidemiology, or infectious diseases; or product development

    Desirable:

    Specialized post-graduate qualification in public health or social sciences related to TB

    Experience

    Essential:

    • Experience in working with TB product introduction at national and international levels.
    • Program and/or project management skills/experience; from work plan concept development to implementation with strong interpersonal and prioritization skills.
    • Experience in working with international technical agencies focused on TB or closely allied infectious diseases.
    • An understanding of the international health arena and direct exposure to health environments both at national and international levels.

      Desirable:

      • At least 5 years of experience at international and national level with practical experience of working on TB.
      • Knowledge of Global Fund and its policies, processes, and its governance structure.
      • A good publications record demonstrating the ability to articulate clear appraisal of evidence base.
      • Knowledge of the TB new tool pipeline and actors involved in new TB tool development

        Competencies

        Languages:

        An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages would be an asset.

        Technical Competencies:

        • Excellent analytical and evaluation skills
        • Comfortable and capable public speaker
        • Skilled at writing and editing technical documents.
        • High proficiency in Word, PowerPoint, and Excel
        • Good networking and interpersonal skills
