Specialist, Access Financing - GL D - Defined Duration until December 2028

The Global Fund aims to accelerate the end of AIDS, tuberculosis (TB) and malaria as epidemics. As part of our mandate to fight the three diseases, the Global Fund plays a leading role in global markets for medicines and technologies that prevent, diagnose, and treat HIV, Tuberculosis and Malaria. Every year, more than half of the Global Fund’s investments is used to procure key health products, ensuring they are available to those who need them most.

As one of the biggest health product procurement entities in the public sector, investing nearly US$3 billion in health products and equipment procurement, the Global Fund is uniquely placed to drive equitable access to quality-assured health products, services and innovations through its Supply Operations department.

Supply Operations, collaborating across the Global Fund Secretariat, is responsible for the Global Fund’s market shaping activities and the overall management of procurement activities, health product sourcing, quality assurance and supply chains.

The Market Shaping, Partnerships & Innovation team addresses the evolving and pressing needs of driving more equitable access to innovative and quality assured health products in a more responsive and cost-effective delivery model, which requires strategic market interventions and partnerships.

Shaping innovation and accelerated new product introduction at scale is one of the strategic interventions of the NextGen Market Shaping approach.

Accelerating health product introductions at scale requires addressing upstream, mid-stream and downstream barriers along the end-to-end value chain. Mid-stream market challenges, including financial challenges, continue to be a barrier to progress. Many of these challenges are interdependent and mutually reinforcing, including high cost and lack of economies of scale at new product introduction, fixed budgets and grant cycles, delays in country demand, decision making and regulatory approval and countries’ delays in funds transfer when procuring health products with domestic funds. Supply Operations, in coordination with other Departments and Divisions, plans to develop and deploy innovative financial solutions to address these barriers and help deliver the NextGen Market Shaping approach and Global Fund’s 2023 – 2028 Strategy.

Under the supervision of the Senior Specialist, Supply Chain Financing, the Specialist, Access Financing is responsible for developing, implementing, and managing innovative access financing mechanisms—including the Access Fund and new financial solutions—to enable equitable introduction and scale-up of quality-assured health products. This role focuses on conceptualizing and delivering financial approaches that address barriers to access and accelerate the introduction of new products, driving product availability in support of Global Fund’s NextGen Market Shaping approach.

Key Responsibilities

1. Access Financing Solution Design & Development

  • Conceptualize and develop innovative access financing models that address market and financial barriers to product access, including in relation to new product introduction.
  • Drive the evolution of the Access Fund and other mechanisms to align with strategic priorities and country needs.
  • Conduct financial and operational feasibility assessments for new financing concepts. Develop materials and recommendations for executive-level audiences.
  • Ensure alignment with programmatic and procurement objectives.
