About this position
We are looking for dedicated and hard-working Impact Framework and Business Process consultants to join our team. This role will encompass to support two key work streams related to the implementation of the Inter-American Development Bank (IDB) Group’s new institutional strategy. The first workstream is focused on operational instruments, organizational structure, and business processes. The second workstream is focused on designing and implementing the IDB Group’s new Impact Framework to monitor and report on its key performance indicators and progress on its strategic priorities. You will work with the Strategy Monitoring Division (SMO) of the Office of Strategic Planning and Development Effectiveness (SPD). SPD’s team is responsible, among others, for:
- Leading, coordinating, and monitoring the IDB Group’s Institutional Strategy.
- Leading the implementation of the IDB’s Development Effectiveness Framework.
- Assessing the evaluability and development effectiveness of IDB operations.
- Monitoring the performance of the IDB’s portfolio.
- Designing and reviewing the IDB’s lending instruments.
- Leading project capacity-building related to development effectiveness.
- Conducting strategic, corporate, and operational research.
- Gathering, analyzing, and reporting data to recommend best practices or new courses of action to improve the IDB’s overall performance and transparency.
What you’ll do:
The selected candidates will support the instrument and business process workstream and/or the Impact Framework workstream. Specifically, the selected candidates will:
- Provide overall support to reviewing and updating IDB procedures including supporting the team to i) identify areas of improvement in Bank processes and procedures, ii) produce the technical background information to support the reform proposals from literature reviews and analysis of operational data, iii) coordinate interdepartmental working groups, iv) draft documents and presentations for different internal and external audiences on business process improvements, v) update regulations from the Bank’s regulation repository, vi) review reports from AUG and OVE and implement their recommendations.
- Provide overall support to the proposal for operational instrument reform including supporting the team to i) draft and present the proposal for a Unified Investment Lending policy and operational guidelines, ii) oversee the implementation of the PBL reforms committed to the Board, iii) draft and present the proposal for a Policy Based Lending policy and operational guidelines, iv) produce the technical background information to support the reform proposals from literature reviews and analysis of operational data, v) update regulations from the Bank’s regulation repository, vi) implement the lending instrument reforms.
- Provide overall support for the IDB Group’s Impact Framework. This includes i) supporting the collection of data from across the IDB Group, ensuring its consistency and quality; ii) supporting the development of and reporting on the Impact Framework through a new public website and internal progress tracker; iii) supporting the development of the IDB Group’s annual Development Effectiveness Overview (DEO); iv) supporting enhancements to the Bank’s planning processes to foster alignment to the new institutional strategy and key performance indicators; v) providing inputs on Impact Framework progress to other corporate reports and presentations and responding to ad hoc information requests.
- Supporting the capture of the IDB Group’s contributions to the Sustainable Development Goals (SDGs) and the implementation of the new business processes to register and report on SDG contributions, including managing necessary updates to the SDG Classification Tool (using visual basic), developing guidelines and other associated documentation, and supporting the publication of the IDB Group’s contributions to the SDGs and their data through the SDG website (www.iadb.org/sdgs).
- Support accurate English/Spanish translations of Impact Framework.
- Provide overall support with training and dissemination on business processes, lending instruments, and the Impact Framework. This includes providing support to i) maintaining updated the intranet site with the information to teams, ii) designing and implementing internal trainings and developing the needed materials (e.g. PowerPoint presentations).
- Provide overall support to Management’s response to the independent evaluation system of the Group. This includes, but it is not limited to, i) supporting the identification of key issues emerging from OVE evaluations that are relevant for the Bank’s work, ii) support in the quality control of Management answers to OVE evaluations, iii) support in the timely reply to OVE evaluations.
- Provide other general support to the Office for corporate for the general support to SMO in the review of institutional documents. This includes activities such as i) supporting accurate English/Spanish translations of documents and presentations, ii) engage in dialogue with specialists in other areas of the Bank to obtain inputs needed for SMO’s products (e.g. technical experts throughout the IDB Group regarding indicator progress and trends).
What you'll need
- Education: A bachelor’s degree in international development, public policy, public administration, international relations, or other related fields.
- Experience: A minimum of two year of relevant experience. Knowledge of the fields of international development and results measurement; prior experience working with the IDB or a similar institution is desirable.
- Languages: Ability to read, write and speak Spanish and English. Knowledge of French or Portuguese would be an asset.

Technical Skills:
- Multi-sector professional experience in international development and public policy; ability to synthesize information clearly for a variety of stakeholder audiences.
- Ability to work independently or as part of a team; fully proficient computer skills in MS Word, Excel and PowerPoint. Experience with data visualization tools (e.g., Tableau) and simple programming languages (e.g., visual basic) highly desirable.
